SNAP and EBT, state by state: official logins, phone numbers, income limits and rules

FY2027 limits, in effect from October 1, 2026

Wyoming EBT and Supplemental Nutrition Assistance Program (SNAP)

Reviewed Income limits for FY2027 (Oct 1, 2026 to Sep 30, 2027)

In Wyoming, SNAP keeps its federal name and is run by the Department of Family Services (DFS) through local field offices in every county1,17. There is no online SNAP application: DFS says the program "is applied for via a paper application," which you return in person, by mail, by fax or by email1. For FY2027, Wyoming applies the federal 130% gross income limit and a $3,000 asset limit, with no broad-based categorical eligibility to relax them3,4, and from February 1, 2027 SNAP will no longer buy sweetened, carbonated drinks in the state10.

No online portal: applying on paper with DFS

Wyoming has no online account for SNAP. You cannot apply, upload documents or read notices in a web portal. The DFS SNAP page links the Application for Benefits (form DFS 100) in English and Spanish; you can also pick one up at a local DFS office1,5. The same 20-page form covers POWER, Wyoming's cash assistance program6,18.

DFS accepts the form and later proof by email at [email protected], and counts an emailed application as received on the date of the email. Proof sent by email, and anything delivered by mail, fax, drop box or in person, counts from the next working day if it arrives on a weekend or holiday1,4. Questions about a pending application or an open case go to your local DFS office, not the interview line. To find an office, use the DFS county map or call 1-800-457-36591,17,6.

Your Wyoming EBT card and the five-state block

DFS mails a Wyoming EBT card to eligible households, with a brochure on using and protecting it2,4. A new applicant may get the card before the case is approved. DFS sends it on the day an expedited application is registered, or on day 23 for a regular one. A card in the mail does not mean benefits are on it. Wait for the approval or denial notice4. Check the balance at ebtEDGE, by calling 1-877-290-9401, or with the ebtEDGE app, which DFS points to through an FIS flyer2,8. The ebtEDGE portal also shows transactions and lets you order a replacement card7.

Call 1-877-290-9401 to change or reset your PIN or to report a lost, stolen or damaged card. Your local DFS office can also help with a lost card4. The card works for online orders at Walmart and Amazon. Delivery fees have to be paid another way2.

To fight fraud, DFS blocks Wyoming EBT cards in California, Nevada, New Mexico, New York and Georgia. If you need to use your card in one of those states, call 1-307-777-6082 first2. DFS's pages do not mention chip cards or a state fund for skimmed benefits. Federal replacement of SNAP stolen by skimming covered only thefts through December 20, 202416. If food you bought with SNAP is destroyed in a disaster such as a fire, report it to DFS within 10 days. DFS can replace its value, up to one month's benefits4.

How to apply for SNAP in Wyoming

  1. Get the DFS 100 form. Download the Application for Benefits in English or Spanish from the DFS SNAP page, or ask for one at your local DFS office. DFS will also mail, fax or email one on request1,4.
  2. Fill in the expedited section if money is very short. The first pages screen for 7-day service. Fill them in and include proof of identity. You may qualify if your monthly gross income is under $150 with $100 or less in cash and bank accounts, or if your rent or mortgage plus utilities is more than your income and cash combined6,4.
  3. Return it any way you like. Hand it in at a field office, mail it, fax it (ask the office for its fax number), or email it to [email protected] with your full name and date of birth in the subject line1. A form with just your name, address and signature counts as filed, and benefits are figured from that date4.
  4. Do the interview. DFS contacts you to set up a phone or in-person interview5. Once your application is in, you can also call the interview line at 1-307-777-8550 (Monday, Tuesday, Wednesday and Friday, 9 a.m. to 4 p.m.) or go to your local office1.
  5. Send the proof DFS asks for. You get at least 10 days from the date a notice is mailed. DFS forms for common requests include the DFS 106 Employer's Statement, DFS 108b Self Employment Verification and DFS 109 Request for Rental Verification4,5.

DFS must get benefits to eligible households within 30 days of the application4,6. Expedited households are interviewed on the day they apply or the next business day, and benefits must be available by the 7th calendar day. Identity is the only proof that cannot be put off4. If you apply after the 15th of the month, the partial first month and the first full month are paid together4.

Enrolled tribal members living in Fremont or Hot Springs County who also apply for Tribal TANF may have the application handled at the Tribal TANF office4. If you need SNAP Employment and Training help with job search, training or education, ask your local office or email [email protected]22.

Gross limit: as published by Wyoming Department of Family Services (DFS)3. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.

Wyoming does not use broad-based categorical eligibility, the option that lets many states raise the gross limit and drop the asset test. The DFS manual grants automatic eligibility only to households where every member receives POWER, Tribal TANF or SSI4. Everyone else faces the 130% gross limit, the net limit and the asset test above3,4.

DFS's FY2027 chart, for October 1, 2026 to September 30, 2027, repeats the federal figures: a $217 standard deduction for 1-3 people, a $769 shelter cap for households without an elderly or disabled member, and a $25 minimum benefit for one- and two-person households3. One Wyoming addition: an elderly or disabled member who proves more than $35 a month in medical costs at application can take a standard medical deduction based on $175 a month (a $140 deduction after the $35 the rules subtract) instead of proving each bill. At renewal, saying the costs continue is enough. Members with higher costs can claim the actual amount3,4.

Net income test. Most households must pass both tests: gross income at or under 130% of poverty and net income at or under 100% ($1,330 a month for one person from October 1, 2026). A household with a member aged 60+ or disabled skips the gross test and needs only the net test. Households where everyone gets POWER, Tribal TANF or SSI are treated as meeting the income tests3,4.

Assets. Wyoming keeps the federal asset test. From October 1, 2026 the limit is $3,000, or $4,750 if a member is 60 or older or disabled (up from $4,500 before that date). Households where everyone gets POWER, Tribal TANF or SSI have no asset test. For SNAP, every licensed or unlicensed vehicle used for transportation is exempt4.

When Wyoming deposits SNAP benefits

On the 1st through the 4th of each month, based on the first letter of the recipient's last name.

Last name begins withBenefits available
A-D1st
E-K2nd
L-R3rd
S-Z4th

The policy manual sets these four issuance days; DFS's pages do not say whether a deposit moves when the day falls on a weekend or holiday4. When DFS issues benefits immediately instead of on the monthly cycle, they reach the card within 24 hours after approval4. The ebtEDGE app shows your benefit schedule and deposit history8.

POWER cash assistance is not paid on the EBT card. It goes to a separate Way2Go card (help line 1-844-893-3122)4.

Six-month renewals and the three changes you must report

Wyoming uses simplified reporting. Most households are certified for six months. Households with an ABAWD (see below) get four months, and DFS may choose four or five months for other reasons. Households where every adult is elderly or disabled and no one has earnings can get up to 12 months4. At each renewal you fill out a new DFS 100. DFS mails a reminder notice about three days before your last month begins. Your form is on time if DFS receives it by the 15th of that last month, and you must also complete an interview4. If you miss the end of the certification period, DFS treats the form as a new application4.

Between renewals, report only three things, within 10 days after the end of the month they happen: household gross income going over 130% of poverty for your size, a lottery or gambling win of $4,750 or more, or an ABAWD's work hours dropping below 20 a week4. Report by phone, in person, by email, in writing or on a DFS 103 Change Report4.

Rules specific to Wyoming

No soda with SNAP from February 1, 2027; candy restrictions planned for 2028

USDA approved Wyoming's "Healthy Choice Waiver" on March 4, 2026, for two years starting February 1, 2027. It removes sweetened, carbonated beverages from what SNAP can buy10,9. That means any nonalcoholic drink made with carbonated water and sweetened with sugar or an artificial sweetener. Drinks with milk, milk products, soy, rice or other milk substitutes, or more than 50% fruit or vegetable juice, are still allowed9. The governor's office says a second phase would limit candy from February 2028. DFS has to submit a candy definition by April 1, 20279.

Work rules: fixed 36-month clock and no waived areas in FY2027

Since July 4, 2025, the time limit applies to able-bodied adults aged 18 through 64 with no child under 14 in the household. They can get 3 months of SNAP in a 36-month period unless they work or train 80 hours a month4. Wyoming uses one fixed period for everyone, and the period in effect for FY2027 runs from October 1, 2024 to September 30, 20274. Pregnant people, members of an Indian tribe, and anyone medically certified as unfit for work are exempt4. USDA's list for October 1, 2026 shows no waived areas anywhere in Wyoming12.

SUN Bucks: summer 2026

Governor Gordon directed DFS to run Summer EBT (SUN Bucks) in Wyoming with an executive order on April 15, 202611. Each eligible child got a separate SUN Bucks card loaded with $120. Children eligible for free and reduced-price school meals may qualify, and the last day to enroll for summer 2026 was August 3111. Cards stay funded for 121 days after mailing, so cards mailed in early July can be used until November 1, 2026 or later11.

No Restaurant Meals Program

Wyoming is not on USDA's list of states running the Restaurant Meals Program, which lets elderly, disabled or homeless clients buy prepared meals with SNAP15.

SNAP error rate well under the 6% cost-share line

DFS reported a SNAP payment error rate of 3.96% for federal fiscal year 2025, against a national average of 10.62%14. That matters for the state budget: under the 2025 federal law, Wyoming pays 75% of SNAP administrative costs from October 2026, up from 50%, and from October 2027 states with error rates of 6% or more must also pay part of benefit costs13,14.
