SNAP and EBT, state by state: official logins, phone numbers, income limits and rules

FY2027 limits, in effect from October 1, 2026

Illinois EBT and Supplemental Nutrition Assistance Program (SNAP)

Reviewed Income limits for FY2027 (Oct 1, 2026 to Sep 30, 2027)

Illinois runs SNAP under its federal name through the Department of Human Services (IDHS), and loads benefits on the Illinois Link card1. You apply and manage your case in ABE, the state's Application for Benefits Eligibility portal14. For FY2027 Illinois sets two income limits, 165% of the poverty line for most households and 200% when someone is 60 or older or disabled3. It also pays a one-time $400 FRESH cash benefit to adults who lost SNAP under the federal work rules that took effect in Illinois on May 1, 202619,18.

ABE, ILogin and Manage My Case

ABE covers SNAP, cash assistance, health coverage and the Medicare Savings Program14. Its Manage My Case (MMC) section lets you check benefit status, renew, report changes, upload documents, read notices, reschedule appointments and file appeals. People under the work rule use Manage My Case to ask for an exemption or report hours14,18.

To sign in, first create an ILogin account: your email address is the user ID, and you confirm each login by email, phone or an authenticator app. Then pick an ABE path, such as Start a new application or Manage My Case15. You can apply without an account, but you cannot save the application, upload proof or check its status later. Three failed sign-ins lock you out for one hour15. If your case does not show in MMC, write to [email protected]15.

ABE (Application for Benefits Eligibility)

One Link card per case carries both SNAP and cash benefits. It is mailed to you, unless the local Family Community Resource Center (FCRC) hands it over, as it does for expedited SNAP or people using the office as their address32. Choose a PIN at the Illinois Link Card Website, ebtEDGE25, or by calling 1-800-678-LINK (5465), with the 16-digit card number, your Social Security number and date of birth8. IDHS says ebtEDGE is the only approved phone app for Illinois7. Four wrong PIN tries put a hold on the card until after midnight8.

Shut off a lost, stolen or damaged card online or by phone. The replacement goes to the address IDHS has on file9,33. It arrives within five to seven business days and keeps your old PIN8. Four replacements in 12 months bring a warning notice; one more brings a referral to the IDHS Bureau of Investigations8.

IDHS says SNAP stolen on or after December 21, 2024 cannot be replaced. Claims are taken only for thefts on or before December 20, 2024, filed within 30 days of finding out7. In ebtEDGE you can freeze the card and block out-of-state and internet purchases, and IDHS suggests changing your PIN before each deposit date7. IDHS's card pages, checked October 16, 2026, describe swiping a magnetic-stripe card and do not mention chip cards8,34.

Applying through ABE or a Family Community Resource Center

  1. Apply in ABE, on paper or at an FCRC. Apply at abe.illinois.gov; one application covers SNAP, cash and medical help12,14. Or print form IL444-2378 B, fill in at least your name and address, sign it, and carry, mail or fax it to your local Family Community Resource Center12.
  2. Ask about emergency SNAP if money is very short. Expedited (emergency) SNAP is ready within 5 days of applying if your income and cash are below your rent plus utilities, your income is under $150 with $100 or less in cash and bank accounts, or someone is a migrant farm worker with $100 or less13.
  3. Do the interview. Your filing date is the day the office receives your signed application. IDHS interviews you at the office, or by phone if you cannot come in12.
  4. Send the proof the caseworker lists. Expect to prove identity, residence and everyone's Social Security number, plus other papers for your situation. The caseworker tells you what is missing at the end of the interview; you can upload it in Manage My Case12,14.
  5. Watch for the notice and your Link card. IDHS staff at the FCRC review the application and send a notice of eligibility1. Link cards are usually mailed; choose a PIN as soon as the card comes32,8.

Under an IDHS manual release dated June 11, 2026, expedited SNAP is loaded to your Link card the moment your case is approved, instead of after a two-day wait. If you have no working Link card, the FCRC must issue you one24. If the office cannot finish your application the same day, the receptionist books an appointment for the next day13. A valid ID is required for expedited SNAP; IDHS prefers photo ID but takes other kinds13.

Since April 1, 2026, Illinois applies the 2025 federal law's narrower noncitizen rules: only lawful permanent residents (with a 5-year wait unless an exception applies), Cuban and Haitian entrants and people living under the Compacts of Free Association qualify. People already on SNAP were checked at their next renewal, and IDHS estimated up to 16,000 people could be affected23. Some noncitizens who lose SNAP, such as asylees with derivative family members and T or U visa holders, may qualify for VTTC State Food benefits through the same application, if state funds remain31.

Gross limit: as published by Illinois Department of Human Services (IDHS), Division of Family & Community Services3. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.

The table shows the 165% limits from IDHS's chart effective October 1, 2026, for households with nobody 60 or older or disabled3. If someone is, the 200% column applies: $2,660 for one person, $3,607 for two, $4,554 for three and $5,500 for four, plus $947 for each extra person3,2. IDHS's main SNAP web page still showed the October 2025 limits when checked October 16, 20261.

Qualifying-member households also get a $185 standard medical deduction, or actual costs if higher, and no cap on the shelter deduction; for others the cap is $769 from October 20265,3. You do not have to prove utility costs4. For applications processed since September 26, 2025, a LIHEAP payment of $21 or more brings the heating and cooling allowance only if someone is 60 or older or disabled; other households need a bill for heat or air conditioning4.

Net income test. Households under the 165% limit (or 200% with a qualifying member) are categorically eligible and skip the net income test6,5. A household with a member who is 60 or older or disabled and gross income above 200% (from $2,660 for one person) can still qualify by passing the 100% net income test, from $1,330 for one person, and the asset test5,27,3. Households with a member disqualified for fraud or sanctioned under work rules must pass both the gross and net tests27.

Assets. Categorically eligible households have no asset limit, unless someone wins more than $4,750 in a lottery or gambling prize3,6. From October 2026 the limit for households that do face the asset test is $4,750 with a qualifying member (60 or older, or disabled) and $3,000 for others2,3.

New cases get benefits on a day from the 1st to the 10th, set by the last digit of the head of household's IES individual ID number. Cases opened under the old system keep their earlier day, which can be as late as the 20th10.

Older "legacy" cases are paid on the 1st through 10th, 13th, 17th or 20th10. Benefits post by 3:00 a.m. on the same date every month, weekends and holidays included10. To hear the deposit schedule, call 1-800-678-LINK8.

Unused SNAP stays on the card, but it is removed once it has been there 274 days with no purchase from that account. Checking your balance does not count as use, and one purchase of any size resets the count11. IDHS mails a notice at least 30 days before removing anything11. Summer EBT money is removed after 122 days and is spent first, before your regular SNAP11.

Six-month renewals and EZ REDE

Since October 22, 2025, Illinois certifies most SNAP households for six months. Renewals alternate between one with an interview and an EZ REDE (form IL444-1894) without one, and the form is mailed 60 days before your period ends16. Households in the Elderly and/or Disabled Simplified Redetermination Project keep 24-month periods16.

Six-month households report within 10 days after the month it happens if gross income goes over the gross limit for their size, or if an adult under the work rule drops below 20 hours a week16. Households on 24-month periods report income changes over $150 from October 202616,2. Report in Manage My Case or on the SNAP Change Report Form (IL444-1978), mailed or faxed to your FCRC; address changes can also go through the IDHS Help Line17.

Rules specific to Illinois

Statewide work rule since May 1, 2026, and the $400 FRESH payment

Illinois had a statewide waiver from the time limit for able-bodied adults without dependents until January 31, 2026; IDHS says recent federal changes kept it from renewing, and people began losing SNAP on May 1, 202618. Adults 18 to 64 with no child 13 or younger at home get 3 months of SNAP between January 1, 2024 and December 31, 2026 unless they work, volunteer or join a work program 80 hours a month, or are exempt18. Under Public Act 104-0464, each person who lost SNAP this way gets a one-time $400 FRESH cash payment on the Link card, with no application. The first payments went out August 1, 2026; funding runs through June 30, 2027 or until it is used up19.

Restaurant meals for older, disabled and homeless households

If everyone in your SNAP household is 60 or older, disabled (or the spouse of someone who is) or homeless, your Link card is set up automatically to buy hot meals at participating restaurants20,21. IDHS calls the program statewide and posts the list of participating restaurants. They must give RMP customers a 10% discount and may not charge tax. You can get take-out, but delivery fees and tips cannot be paid with SNAP21.

Soda and candy still allowed: no food restriction waiver

Illinois does not appear on USDA's list of state SNAP food restriction waivers (page updated October 13, 2026)26. Soda and candy remain eligible SNAP foods in Illinois. IDHS's own list of what SNAP cannot buy is the federal one: hot foods, alcohol, tobacco, vitamins, pet food and non-food items1.

Summer EBT 2026: $120 per child

Illinois paid Summer EBT (SUN Bucks) of $120 per eligible child aged 6 to 17 in 2026. Children on SNAP, cash or federally funded Medicaid, or approved for free or reduced-price school meals, were enrolled automatically, with payments starting May 18-25, 202622. Others could apply until August 14, 2026; IDHS says later applications count toward Summer EBT 202722. Families already on Link got the money on their existing card. The Summer EBT hotline is 1-833-621-073722.
