Kansas EBT and Food Assistance Program (SNAP)
Kansas calls SNAP the Food Assistance program, and the Kansas Department for Children and Families (DCF) runs it through the DCF Self-Service Portal1,2. Kansas applies the federal 130% gross income limit and a $3,000 asset limit to most households for FY2027, because it does not use broad-based categorical eligibility3,9,21. Benefits arrive on the Kansas Benefits Card between the 1st and 10th of the month by the first letter of your last name4. USDA's target date for banning candy and soft drinks from SNAP purchases at Kansas stores is February 15, 202715.

Using the DCF Self-Service Portal
The DCF Self-Service Portal at cssp.kees.ks.gov handles Food Assistance, cash assistance (TANF), child care assistance and SUN Bucks applications, and lets you check application status, upload documents and use a "Report a Change" link on your account homepage1,6. Some DCF pages give the older address dcfapp.kees.ks.gov for the same portal2,19. KanCare medical coverage is not administered through DCF7.
To create an account you need your date of birth and Social Security number, and you need the same two items to reset a forgotten username or password7. If you set up an account years ago and cannot get back in, DCF says you can create a new account with a new email address and link your case number to it7. DCF lists a separate portal help line, 1-877-782-73588.
The Kansas Benefits Card and the ebtEDGE app
The Kansas Benefits Card is the state's EBT card. FIS is DCF's EBT contractor, so balances, PIN changes and card replacements go through ebtEDGE: the website, the free ebtEDGE app for iPhone and Android, or EBT Customer Service at 1-800-997-6666, which answers 24 hours a day2,4. Your last receipt also shows the balance, and a store can run a balance inquiry at the register4. PINs are four digits, and simple ones such as 1234 or 1111 are refused4.
Report a lost, stolen or damaged card by phone, in the app or at ebtEDGE.com. DCF says a new card takes 5 to 7 business days, and you cannot use your benefits while you wait4. EBT Customer Service cannot change your address; call DCF at 1-888-369-4777 for that4.
In the app or on the website you can freeze the card between shopping trips and block out-of-state and online purchases, and DCF's August 2026 flyer advises changing your PIN each month before benefits load4,5. DCF notes that third-party EBT apps do not offer these protections4. Stolen benefits are not replaced: the federal replacement law expired on December 20, 2024, and DCF states that no state money is available, so it cannot reimburse Kansas cardholders for skimmed or phished SNAP or TANF benefits4,5.

Applying for Food Assistance in Kansas
- Send an application. Apply online through the DCF Self-Service Portal at any time. For a paper application, pick one up at a DCF Service Center, print one from DCF's Helpful Tips page or ask for one at 1-888-369-47772,7.
- Gather proof. DCF may ask for ID, Social Security numbers, immigration papers for noncitizens, pay stubs and other income proof, rent or mortgage costs with insurance and property tax, child support paid in the last 3 months, medical bills for members 60 or older or disabled, and bank statements2.
- Complete the interview. Every Food Assistance applicant has an interview with an eligibility worker. Online, mailed and dropped-off applications get a telephone interview with a set date and a window of no more than two hours; you can ask for a face-to-face interview instead12.
- If you miss the call. DCF sends a missed-interview notice. You must call to reschedule, and DCF must set a second interview if you call within the 30-day processing period12.
- Watch for the decision notice. If approved, the notice lists your benefit amount, and the money goes on a Kansas Benefits Card mailed to you2,4.
DCF has 30 days to decide a Food Assistance application, and households that qualify for expedited service are held to a 7-day standard12,13. Elderly or disabled people who have trouble getting around can ask for a home visit or telephone interview, or name an authorized representative to apply for them2. If everyone in your household gets or is applying for SSI, you can apply for Food Assistance at a Social Security office2.

Gross limit: as published by Kansas Department for Children and Families (DCF)3. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.
Kansas uses the federal standards without broad-based categorical eligibility, so its limits for October 1, 2026 to September 30, 2027 are the national ones: gross income at or below 130% of poverty and net income at or below 100%3,9. Households with a member who is 60 or older or disabled skip the gross test and face only the net test; they also get an uncapped shelter deduction and can deduct medical costs over $35 a month2,9. The only categorical eligibility in Kansas is for households where everyone gets TANF or SSI, or where all adults are authorized for certain TANF-funded support services21.
For FY2027, the DCF standards chart lists a $217 standard deduction for households of 1 to 3 people, a $769 cap on the excess shelter deduction and a $175 standard medical deduction for elderly or disabled members3. Once you are on the program, DCF asks you to report soon after you learn that gross income has gone over the 130% limit for your household size6.
Net income test. Every household must also have net income at or below 100% of poverty ($1,330 a month for one person in FY2027), except categorically eligible households, meaning all members get TANF or SSI or all adults are authorized for certain TANF-funded support services9,21.
Assets. Kansas keeps the federal asset test: up to $3,000 in countable resources, or $4,750 if a member is 60 or older or disabled. Cash, bank accounts, savings bonds, land other than your home and vehicles can count; your home, life insurance, tradesman tools and farm machinery do not2.
Deposit days by last name, the 1st to the 10th

| C or D | 2nd |
| E, F or G | 3rd |

| M | 6th |
| N, O, P, Q or R | 7th |

Food Assistance is available at 6 a.m. on your date even when it falls on a weekend or holiday. TANF cash and child care assistance load on the 1st for everyone4.
Benefits carry over from month to month. If the account goes unused for nine months in a row, some or all of the benefits can be removed and cannot be restored4.
Interim reports, reviews and what to report
Most Kansas households are certified for 12 months, with an Interim Report mailed for the 6th month. Households in which every adult is 60 or older or disabled and nobody has earnings are certified for 24 months, with a 12-Month Report Form halfway through. If either form is not registered by the end of the month it is due, the case closes automatically; sending it or the missing information in the next month reinstates the case10. Residents of shelters for battered persons are certified for 6 months10.
DCF mails a notice before the review period ends. The review form must reach DCF by the 15th of the last month, and the interview, usually by phone, must happen by then to keep benefits uninterrupted. Elderly or disabled households with no earnings and no changes can be renewed without an interview11. Between reviews, Food Assistance households report only three things: gross income above 130% of poverty, lottery or gambling winnings of $4,750 or more, and an adult subject to the time limit dropping below 20 work hours a week. Report through the portal, by phone at 1-888-369-4777, or by mail, fax or in person at a DCF office6.
Rules specific to Kansas
No candy or soft drinks from February 15, 2027
USDA approved a Kansas food restriction waiver with a target date of February 15, 2027; DCF describes it as starting in early 2027 as a two-year pilot14,15. It uses the Kansas sales-tax definitions: candy, but not candy made with flour that needs no refrigeration, and sweetened soft drinks, but not drinks with milk or milk substitutes or more than 50% juice. It applies to SNAP and SUN Bucks at every SNAP store in Kansas, online orders included, and to visitors' out-of-state cards. Nobody can opt out, and Kansas cards used in other states follow those states' rules14.
Mandatory employment and training for adults 18 to 59
Kansas requires SNAP Employment and Training (E&T) for recipients aged 18 to 59 with no child under 14 on the case who work less than 30 hours a week. You attend an orientation, then work with a career navigator; DCF may pay for transportation, tools, books and some child care16,17. Missing the program without good reason ends benefits for 3 months the first time, 6 months the second and one year after that17.
Time limit for adults 18 to 64, with no waived areas
Under the 2025 federal law, adults 18 through 64 without a child under 14 can get only 3 months of Food Assistance in 36 unless they work, train or volunteer 80 hours a month. Exceptions include pregnancy, a physical or mental reason you cannot work, and American Indians as defined in federal health law17. No part of Kansas has a time-limit waiver for October to December 202618.
SUN Bucks: $120 per child, applications open for summer 2027
Kansas takes part in Summer EBT, called SUN Bucks, with a one-time $120 per eligible child loaded to a Kansas Benefits Card. Children 7 to 17 in households on Food Assistance or TANF since July 2026, and many children approved for free or reduced-price school meals, get it automatically and receive a letter after January 2027. Others can apply in the Self-Service Portal until 5 p.m. on August 31, 2027. SUN Bucks expire 122 days after issue19.
Farmers markets and online grocery orders, but no restaurant meals
DCF says the card works at selected Kansas farmers markets and for online grocery orders at USDA-approved retailers, and it points to the Double Up Food Bucks program for extra produce money at some Kansas stores and markets4. Kansas does not appear on USDA's list of states operating a Restaurant Meals Program20.
