New Mexico EBT and Supplemental Nutrition Assistance Program (SNAP)
New Mexico keeps the federal name, SNAP, and runs it through the Income Support Division of the Health Care Authority (HCA); you apply and manage your case on YesNM1,2. Through broad-based categorical eligibility, almost every household can qualify with gross income up to 200% of the poverty line, $5,500 a month for a family of four in FY2027, and no asset limit4,8. Benefits land between the 1st and the 20th of the month, set by the last two digits of the head of household's Social Security number3.

Using YesNM for SNAP
YesNM (yes.nm.gov) is the HCA portal for SNAP, cash assistance, Medicaid and LIHEAP. To see case details you need a YesNM login account, then the "Check My Benefits" option2. The same account is how you report a change: log in and choose "Report a Change", which HCA names as the online route for telling ISD about a new job, a move or a work-rule exception9. Without the portal, documents and address changes can be faxed to 1-855-804-8960 or mailed to the Central ASPEN Scanning Area (CASA), PO Box 830, Bernalillo, NM 8700415.
Your EBT card, PIN and the FIS help line
Fidelity Information Services (FIS) runs New Mexico's EBT accounts. Check your balance on your last receipt, in the ebtEDGE app, at ebtedge.com, or through the 24-hour FIS line, 1-800-843-83033. You set the four-digit PIN by phone and can change it later online or in the app3.
If the card is lost or stolen, deactivate it at once in the app, on the website or through FIS, and order a replacement. HCA charges $1.25 for each replacement card, and it should arrive by mail within about 7 days; call 1-800-283-4465 first if your address has changed so the card goes to the right place3.
In ebtEDGE you can freeze the card, block online purchases and block use outside New Mexico, switching each on and off as needed5. HCA advises changing the PIN monthly, just before your deposit date; neither HCA nor FIS will call or text for your PIN5. HCA's EBT page warns that benefits taken by someone who knows your PIN "will not be replaced or reimbursed"3, and federal money to replace skimmed SNAP benefits ended for thefts after December 20, 202419. HCA's pages describe no state replacement program.

How to apply for SNAP in New Mexico
- Submit the application. Apply on YesNM at yes.nm.gov, or print the HCA 100 Application for Assistance (May 1, 2026 version) and mail it or bring it to an ISD field office2.
- Do the interview. ISD contacts you for an interview, usually about ten days after you apply1. HCA's apply page says you can call the Consolidated Customer Service Center at 1-800-283-4465 to complete the interview, Monday to Friday, 7 a.m. to 6:30 p.m.2.
- Send the proofs your worker lists. After the interview your assigned worker gives you a list of what is still needed and how long you have. If you need more time or cannot get a document, tell the worker before the deadline1.
- Watch the mail for the decision and the card. HCA sends a decision letter within 30 days, and you can ask for a fair hearing if you disagree1. On a first SNAP or cash case the EBT card is mailed on the first working day after ISD receives the application and should arrive within 7 days3.
Households with very little money can get expedited SNAP within 7 days under federal rules. HCA's EBT page says a partial benefit is usually available the day after the application is processed3. If you apply after the 15th and are approved for expedited service, the first two months' benefits arrive the day after approval, the third month's on the 1st, and your regular SSN-based date takes over from the fourth or fifth month3.
ISD field office lobbies are open weekdays 8 a.m. to 4:30 p.m., except the Guadalupe County office (weekdays 8 a.m. to noon) and the Hidalgo County office (Tuesdays 9 a.m. to 4 p.m.)2.

| 8 | $9,288 | $4,644 | $1,841 |
| Each additional person | +$948 | +$474 | +$225 |
Gross limit: as published by New Mexico Health Care Authority (HCA), Income Support Division (ISD)4. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.
New Mexico raised its BBCE gross income limit from 165% to 200% of the poverty line by an emergency rule on October 1, 2024, made permanent on March 1, 20257. FNA's chart shows the New Mexico route open to all households, through a brochure8. The table follows HCA's FY2027 chart, which rounds the 200% column slightly differently from a straight calculation4.
The benefit itself still depends on deductions from the same chart, such as the $217 standard deduction for 1-3 people and a shelter cap of $7694. Since November 1, 2025, a LIHEAP payment earns the $434 heating and cooling allowance only for households with a member 60 or older or disabled; others must show a heating or cooling bill or a landlord letter14.
Net income test. HCA's chart gives 200% as the gross limit for categorical eligibility; its 130% gross and 100% net columns apply to households that cannot use that route. One way to lose it: a household is not categorically eligible while any member is disqualified for failing the general SNAP work requirements12.
Assets. No asset limit for households eligible through BBCE8. Households that are not have HCA's limits of $3,000, or $4,750 if a member is 60 or older or disabled; the $4,750 figure is also the line for reporting substantial lottery or gambling winnings4.
New Mexico's SNAP deposit days, 1st to 20th
From the 1st to the 20th of each month, based on the last two digits of the head of household's Social Security number; cash assistance arrives on the 1st.
| Last two SSN digits | Benefits available |
|---|---|
| 11, 31, 51, 71, 91 | 1st |
| 01, 21, 41, 61, 81 | 2nd |
| 12, 32, 52, 72, 92 | 3rd |
| 02, 22, 42, 62, 82 | 4th |
| 13, 33, 53, 73, 93 | 5th |
| 03, 23, 43, 63, 83 | 6th |
| 14, 34, 54, 74, 94 | 7th |
| 04, 24, 44, 64, 84 | 8th |
| 15, 35, 55, 75, 95 | 9th |
| 05, 25, 45, 65, 85 | 10th |
| 16, 36, 56, 76, 96 | 11th |
| 06, 26, 46, 66, 86 | 12th |
| 17, 37, 57, 77, 97 | 13th |
| 07, 27, 47, 67, 87 | 14th |
| 18, 38, 58, 78, 98 | 15th |
| 08, 28, 48, 68, 88 | 16th |
| 19, 39, 59, 79, 99 | 17th |
| 09, 29, 49, 69, 89 | 18th |
| 10, 30, 50, 70, 90 | 19th |
| 00, 20, 40, 60, 80 | 20th |
Use the head of household's Social Security number. HCA's example: digits 27 mean the 14th of every month3. Note the alternating pattern: 11 is paid on the 1st, 01 on the 2nd. NMWorks cash goes onto the same card on the 1st, even when the 1st is a weekend or holiday3.
New applicants usually get a partial first benefit the day after the case is processed, then move onto this schedule3. Whatever you do not spend carries over to the next month3.
Interim reports, renewals and the $150 change rule
Every New Mexico SNAP case is on simplified reporting. Most households are certified for 12 months and must return an interim report by the 10th day of the sixth month; if every adult is 60 or older or disabled and nobody has earnings, the certification lasts 24 months and the interim report is due by the 10th of the twelfth month6. If the report does not arrive, ISD sends a reminder within 10 days, and the case closes if you do not respond6. From October 1, 2026, a change of more than $150 a month in unearned income must be listed on the interim report, up from $1256.
Before your last certification month HCA mails a notice of expiration. Submit the renewal by the 15th of that last month to keep benefits without a gap, then complete the interview and send any proofs6. Between reports you must still tell ISD within 10 days of the end of the month if gross income rises above 130% of poverty (unless you were already certified above it) or, for adults under the time limit, if work drops below 20 hours a week6. Report on YesNM, by phone or at an ISD office9.
Rules specific to New Mexico
Work time limit back in most of New Mexico since January 1, 2026
New Mexico no longer qualifies for a statewide waiver, so adults 18 to 64 with no child under 14 must work or join a work program 80 hours a month, or SNAP stops after 3 months in the 3-year period that began June 1, 20269,12. The limit is waived through December 31, 2026 only in Luna County and the Laguna, San Felipe, Taos and Tesuque Pueblo areas10,11. Tribal members and others who meet the federal definition of Indian are exempt, as are pregnant people; the old exemptions for veterans, homeless people and former foster youth are gone12.
One-time state payment for lawfully present immigrants who lost SNAP
HCA applied the 2025 federal limits on non-citizen eligibility from January 1, 202612. The Legislature set aside $12 million in its October 2025 special session, and under a rule first effective April 1, 2026 and made permanent September 23, 2026, HCA pays a one-time lump sum onto the EBT card of lawfully present people who were on SNAP, renewed on time and lost eligibility solely because of the immigration change13. The amount is a percentage of the person's average benefit over six months, depends on the funds, and is not an ongoing benefit13.
SUN Bucks: $120 per child for summer 2026
New Mexico issued SUN Bucks (Summer EBT) at $120 per eligible student, paid once on June 15, July 15 or September 15, 202615. Children on SNAP, TANF or certain Medicaid categories, approved for free or reduced-price meals, or identified as homeless, migrant, runaway or in CYFD foster care got it without applying; others could apply on YesNM until August 22, 202615.
No soda or candy ban, no restaurant meals
New Mexico is not on FNA's list of states with an approved or pending SNAP food restriction waiver, so the federal list of eligible foods applies16. The state does not run the Restaurant Meals Program17. You can buy groceries online with SNAP at the retailers FNA lists for New Mexico18.
