SNAP and EBT, state by state: official logins, phone numbers, income limits and rules

FY2027 limits, in effect from October 1, 2026

Missouri EBT and Supplemental Nutrition Assistance Program (SNAP)

Reviewed Income limits for FY2027 (Oct 1, 2026 to Sep 30, 2027)

Missouri's Department of Social Services runs SNAP through its Family Support Division and uses the federal name for it1. Missouri does not use broad-based categorical eligibility, so for FY2027 most households must stay under 130% of the poverty line and own no more than $3,000 in countable resources1,3. Your deposit day depends on your birth month and the first letter of your last name5, and on February 15, 2027 the state's "Healthy SNAP" rules take candy, packaged desserts, sugary soft drinks and energy drinks off the list of things SNAP can buy13,14.

StateEBT is an independent guide, not a government website. Applications, logins and balances are handled only on the official sites above, run by Missouri Department of Social Services (DSS), Family Support Division (FSD) and its EBT contractor.

The FSD Benefits Portal and the separate application form

Missouri splits its online services in two. The SNAP application is an online form (FS-1) on the state forms site, linked from the DSS "Apply for SNAP" page1. Once you have a case, the FSD Benefits Portal at my.mo.gov shows your benefit status and takes uploaded documents. It cannot take the SNAP mid-certification form8.

To sign up you need an email address, your Social Security number and date of birth. FSD emails a link to confirm the address, then texts a one-time passcode; later logins ask for a code sent by email8. Choose "Connect your Profile" and enter your name, date of birth and your Social Security number or DCN, the 8- or 10-digit ID on FSD letters, without its first two zeros8. Without an account, use the upload site mydssupload.mo.gov1,8.

FSD Benefits Portal

Your Missouri EBT card, PIN and the ebtEDGE app

FSD mails the card to the home address on your application within 5 to 7 business days of approval. Set or change the PIN by calling 1-800-997-77772, any day and at any time6. The DSS "Check EBT Balance" link opens the FIS ebtEDGE login2. The free ebtEDGE app shows your balance and purchases, freezes or unfreezes the card with one tap, and asks for a one-time PIN by email or text at sign-in6. Opt in and it sends deposit alerts17.

For a lost, stolen or damaged card, call 1-800-997-7777 or the FSD Information Center at 1-855-373-46367. DSS card pages checked on October 16, 2026 describe a card that works like a debit card with a PIN and do not mention chip cards2,6.

Benefits stolen by skimming, cloning or phishing after December 20, 2024 are not replaced, because federal funding for that ended2. Call 1-800-997-7777 to shut off and reissue the card, then report the theft to the DSS Welfare Investigations Unit at 1-877-770-8055 or [email protected]2. Benefits spent by someone who knew your PIN, or whom you let use the card, cannot be replaced6.

Applying for SNAP with the Family Support Division

  1. Fill out the FS-1 online or on paper. Use the online form linked from the DSS "Apply for SNAP" page, or print the paper application in English or Spanish. You can also ask DSS to mail you a printed copy1.
  2. Send it in. Upload a paper application at mydssupload.mo.gov, mail it to Family Support Division, P.O. Box 2700, Jefferson City, MO 65102, or fax it to 573-526-94001.
  3. Answer FSD's interview call. FSD calls the number on your application within 3 business days. Caller ID shows "Missouri Family Support Division," and text subscribers get a message the day of the call9.
  4. If you miss the call. Call back at 1-855-823-4908, earlier in the day if you can, or go to your local FSD Resource Center. You can book an office appointment through DSS Chat on dss.mo.gov9.
  5. Send proof FSD asks for. Return the documents on FSD's request by upload, fax, mail or at a Resource Center. DSS says processing your paperwork can take up to 10 days once it arrives1.

Most applicants hear by letter within 30 days1. Households in an emergency can get benefits in seven days or less: fill out Section 2 of the application, or tell FSD the emergency questions apply when you turn it in1. Miss the interview deadline and you must reapply, though FSD may reopen a case still within 60 days9. Everyone in the household needs a Social Security number or must agree to apply for one1.

Missouri SNAP income and resource limits for FY2027

Monthly amounts before taxes, October 1, 2026 to September 30, 2027. Gross limit: our calculation from the 2026 federal poverty guidelines
Household sizeGross income limit (130%)Net income limit (100%)Maximum benefit
1$1,729$1,330$306
2$2,345$1,804$562
3$2,960$2,277$808
4$3,575$2,750$1,023
5$4,191$3,224$1,217
6$4,806$3,697$1,463
7$5,421$4,170$1,616
8$6,037$4,644$1,841
Each additional person+$616+$474+$225

Gross limit: 130% of the 2026 HHS poverty guideline divided by 12, rounded up. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.

Missouri is not on USDA's list of states that use broad-based categorical eligibility (chart updated June 29, 2026), so regular federal rules apply: the 130% gross limit, the 100% net limit and the resource limit23,1,3. Missouri's own Benefit Program Income Limits chart, dated October 1, 2026, still lists the FY2026 SNAP amounts: $20,352 a year for one person, which works out to $1,696 a month3. The federal FY2027 gross limit that took effect October 1, 2026 is $1,729 a month for one person, shown in the table4.

For households with an elderly or disabled member, DSS links a page on "SNAP Medical Deductions for the Elderly & Disabled" from its application page1. Since the 2025 federal law, a LIHEAP payment of more than $20 gives a household the heating and cooling utility allowance automatically only if someone in it is elderly or disabled18.

Net income test. Missouri lists both tests for SNAP: gross income up to 130% of the poverty line and net income up to 100%3. Under federal rules a household with a member who is 60 or older or disabled has to pass only the net income test4.

Assets. Countable resources must be $3,000 or less, or $4,750 if someone in the household is over 60 or disabled. Your home, vehicles, life insurance, burial plots and prepaid burials, savings and pension plans, and personal property that earns no income are not counted1.

Missouri deposit days: birth month plus last name

SNAP lands on the same day every month, between the 1st and the 22nd, set by your birth month and whether your last name starts with A-K or L-Z.

Birth monthBenefits available
JanuaryA-K: 1st; L-Z: 2nd
FebruaryA-K: 3rd; L-Z: 4th
MarchA-K: 5th; L-Z: 6th
April7th (all last names)
MayA-K: 8th; L-Z: 9th
JuneA-K: 10th; L-Z: 11th
JulyA-K: 12th; L-Z: 13th
AugustA-K: 14th; L-Z: 15th
SeptemberA-K: 16th; L-Z: 17th
OctoberA-K: 18th; L-Z: 19th
NovemberA-K: 20th; L-Z: 21st
December22nd (all last names)

DSS gives its own example: born in June, last name starting with T, benefits arrive on the 11th of every month5. April and December birthdays share one day whatever the last name. Temporary Assistance cash follows a shorter schedule by birth quarter, from the 1st (January-March birthdays) to the 4th (October-December)5.

Mid-certification, yearly recertification and change reports

Each year on SNAP brings two forms. Halfway through your certification period FSD mails a mid-certification form; return it complete and signed by the deadline even if nothing changed, or benefits can stop2. About 45 days before the period ends, a recertification packet arrives; return it and FSD calls you for an interview2,9. Your certification date is under "Check Your Status" on dss.mo.gov9.

Between reviews, report by the 10th day of the following month: a change in income, such as a new job or a raise; lottery or gambling winnings over $4,750 from one game; or a work-able member aged 18 through 64 dropping below 20 hours a week of work or training10. Use the online "Report a Change" form, call 1-855-373-4636 or visit a Resource Center. A late report that would have lowered your benefit leads to a repayment claim10.

Rules specific to Missouri

Healthy SNAP restrictions start February 15, 2027

USDA approved Missouri's waiver on December 10, 2025, then on June 15, 2026 moved the start from October 1, 2026 to February 15, 2027, for two years14,15,22. From that date SNAP and SuN Bucks cannot buy candy, pre-packaged ready-to-eat desserts (doughnuts, cookies, snack cakes, muffins, pastries, pies, pudding), soft drinks with more than 10 grams of sugar per serving, drinks or concentrates that are 50% juice or less, or energy drinks13,14. Candy with flour or needing refrigeration, milk drinks, drinks over 50% juice and sports drinks such as Gatorade stay eligible13,14.

Work rules and the time limit, statewide

Missouri has no time-limit waiver for any area in FY202720. Adults who can work may have to show FSD 80 hours a month of work or training; the free SkillUP Program counts2. The 2025 federal changes took effect in Missouri on November 1, 2025: the age range now runs to 64, the parent exemption needs a child under 14 in the household, the exemptions for veterans, homeless people and former foster youth ended, and Indians, Urban Indians and California Indians became exempt2,18. Existing exemptions are rechecked at your next recertification18.

Missouri SuN Bucks: $120 per child for summer 2026

SuN Bucks paid a one-time $120 for each eligible child aged 7 through 17 to help with food in June, July and August 202616,17. Children in SNAP or Temporary Assistance households got it automatically on the family's EBT card; others got a new card in the mail17. Applications for summer 2026 closed August 31, 202616. The benefit is removed 122 calendar days after it is issued, used or not, and cannot be put back17.

Noncitizen eligibility narrowed from November 1, 2025

Missouri applied the 2025 federal law's noncitizen rules to SNAP from November 1, 2025. Eligibility is limited to lawful permanent residents, certain Cuban and Haitian entrants and citizens of the Compact of Free Association nations; refugees, asylees and other humanitarian groups are excluded19.

Replacing food lost in a power outage or disaster

If food you bought with SNAP spoils because of a weather-related power outage, fire, flood, tornado or similar event, submit the online Replacement Request (form IM-110) within 10 days of the event, or fax it to 573-526-94002. A shut-off for an unpaid electric bill does not qualify2.

No Restaurant Meals Program

Missouri is not on USDA's list of states running the Restaurant Meals Program (page updated August 7, 2026), so SNAP cannot buy hot meals at restaurants anywhere in Missouri21. Hot prepared food is also excluded at grocery stores2.
