Iowa EBT and SNAP (Food Assistance)
The Iowa Department of Health and Human Services (Iowa HHS) runs SNAP, listed under "Food Assistance" on its site, and takes applications in the HHS Services Portal1. Most households qualify through a TANF-funded healthy marriage program, which allows gross income up to 160% of the poverty line with no asset test4. Iowa's ban on taxable foods such as soda and candy, in force from January 1, 2026, ended when a federal court vacated USDA's approval on June 22, 202611,13.

Applying through the HHS Services Portal
Iowa HHS calls this site the Self-Service Portal, the HHS Benefits Portal and the HHS Services Portal. One online application covers SNAP, the Family Investment Program (FIP, Iowa's TANF cash program) and Medicaid1,19. It is open 24 hours, reaches HHS at once, and lets you upload proof of income, identity and expenses. You do not need every document before you submit; your application date is the day HHS receives a signed application2.
HHS's portal guide (Comm. 674) describes case linking, paperless notices and online renewals for Medicaid and Hawki members only19. For SNAP, report changes and ask about your case at 1-877-347-56781. The 2026 SUN Bucks application used a separate site, My Access Iowa15.
ConnectEBT, card locks and stolen benefits
Your EBT card comes by mail about 10 days after an approval notice2. Check your balance free at ConnectEBT.com or in the ConnectEBT app, or call EBT Customer Service at 1-800-359-5802, open 24 hours1,15. A replacement card usually arrives 5 to 7 days after you report the old one missing3.
To cut fraud, HHS lets you lock your card in ConnectEBT1. "Lock everywhere" blocks every purchase, online orders included. "Lock outside of IA" blocks in-person use in other states but allows online orders. You get an email each time the lock changes, and a store terminal shows DISABLED CARD for a locked card1. HHS suggests never fully unlocking the card if you shop only in Iowa: switch to "outside of IA" at the checkout, then lock it everywhere again1. The HHS SNAP page, checked October 16, 2026, does not mention chip cards.
Stolen SNAP benefits are not replaced1,3. If you think yours were stolen, call 1-800-359-5802 at once to cancel the card and order a new one, then report it to local police; you may also tell the USDA Office of Inspector General at 1-800-424-91211. HHS advises changing your PIN at least monthly, just before your deposit date1.

Applying for SNAP in Iowa
- Apply online, in person or on paper. Use the HHS Services Portal or your county HHS office. Or fill in the paper Food and Financial Support Application (form 470-0462) and email it to [email protected], fax it to 515-564-4017, or mail it to Imaging Center 4, PO Box 2027, Cedar Rapids, IA 524062,5.
- Get screened for emergency service. HHS screens every application. You get emergency service if you have $100 or less in cash and accounts and under $150 in monthly income, if rent plus utilities exceed your income and cash, or if you are a destitute migrant or seasonal farmworker5.
- Do the interview, usually by phone. A notice gives you a time or tells you to call in. Have pay stubs, rent or mortgage papers, utility, child care and medical costs, and IDs ready. A missed interview can be rescheduled2.
- Send any proof HHS asks for. HHS asks in writing for missing proof and gives you 10 days5. An authorized representative can apply and do the interview for you3.
- Watch for the notice of decision and your card. The notice says if you qualify, how much you get and for how long. The EBT card follows by mail about 10 days later2.
Under Iowa's manual, approved households must have their card and benefits within 30 days of the application date. For emergency service the limit is seven calendar days5. HHS's public pages put it as a decision within 30 days of your interview2,3. For emergency service HHS needs proof of identity first, and other proof can follow later5. First-month benefits are counted from the day you applied5.
Iowa's 160% income chart for FY2027
| Household size | Gross income limit (160%) | Net income limit (100%) | Maximum benefit |
|---|---|---|---|
| 1 | $2,128 | $1,330 | $306 |
| 2 | $2,887 | $1,804 | $562 |
| 3 | $3,644 | $2,277 | $808 |
| 4 | $4,400 | $2,750 | $1,023 |
| 5 | $5,159 | $3,224 | $1,217 |
| 6 | $5,916 | $3,697 | $1,463 |
| 7 | $6,672 | $4,170 | $1,616 |
| 8 | $7,431 | $4,644 | $1,841 |
| Each additional person | +$759 | +$474 | +$225 |
Gross limit: as published by Iowa Department of Health and Human Services (Iowa HHS)4. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.
Iowa ties its broad eligibility to the Promoting Healthy Marriage Program (PHMP), which uses federal TANF money to share information about marriage. There is no separate application: when HHS processes your SNAP case, its system checks your gross income against the chart above. Under the chart, with a benefit above zero, you get SNAP with no asset test4. Households with a member disqualified for an intentional program violation cannot use this route. One- and two-person households that qualify get at least the minimum benefit, $25 in FY20274,10.
Iowa had not published FY2027 standard utility allowances by October 16, 2026. Its manual, revised February 13, 2026, lists the FY2026 amounts: $554 with heating or cooling, $292 without, $36 for a phone alone8. It also gives the higher amount to LIHEAP households8; since July 4, 2025 federal law limits that to households with an elderly or disabled member22.
Net income test. Households under the 160% chart face no net income test, but Iowa denies a household of three or more if its benefit would be zero4. A household with income above 160% can still qualify only if a member is 60 or older or disabled. It must then pass the federal net income test: $1,330 a month for one person from October 1, 20264,10.
Assets. Households that meet the 160% chart have no resource limit4. Other households face the federal limits: $3,000, or $4,750 with a member who is 60 or older or disabled, from October 1, 202610. Iowa's resource chapter (7-D) still shows the older $4,500 figure for elderly or disabled households7.
Iowa's deposit dates: the 1st to the 10th by last name
SNAP is deposited between the 1st and 10th of each month, based on the first letter of the last name of the person who is the case name.
| First letter of last name | Benefits available |
|---|---|
| A-B | 1st |
| C-D | 2nd |
| E-G | 3rd |
| H-I | 4th |
| J-L | 5th |
| M-O | 6th |
| P-R | 7th |
| S | 8th |
| T-V | 9th |
| W-Z | 10th |
Use the last name of the person named on the case. Iowa pays on the same day every month, even on a weekend or holiday3. SUN Bucks for children in SNAP homes were loaded once in summer 2026, apart from the monthly deposit15.
Six-month renewals and the three changes you must report
Most households are approved for six months; those where every adult is 60 or older or disabled and no one has wages get 12 months5. Before the period ends, HHS mails the Review/Recertification Eligibility Document (RRED)3,6. Return it by the 15th of the last month to keep benefits without a gap. Most households need an interview at least once every 12 months, so every other renewal can be a desk review6. A RRED filed within 30 days after the period ends is treated as a new application, with an interview and benefits counted from the filing date6.
Between renewals you must report only three things, by the 10th of the following month: gross income over the limit on your reporting form, a time-limited adult (ABAWD) dropping below 80 hours of work a month, or one lottery or gambling win of $4,500 or more. Call 1-877-347-56783,6.
Rules specific to Iowa
Healthy SNAP waiver: January 1 to July 2026, then vacated
USDA's May 22, 2025 approval let Iowa limit SNAP, from January 1, 2026, to foods not taxable under Iowa law, plus some prepared foods and food-growing plants and seeds11,12. Soda, drinks under 50% juice and candy were out12. A federal court (Aragon v. Rollins) vacated the approval on June 22, 202611, and on July 2 HHS told stores to allow every food eligible before January 1 again13.
Time limit for adults 18-64: a new 3-year period starts December 1, 2026
Adults without dependents get three months of SNAP in a fixed three-year period unless they work or train 80 hours a month. Iowa's next period runs December 1, 2026 to November 30, 2029; November 2025, a shutdown month, did not count9. Since the 2025 federal law the rule covers ages 18 through 64, with exemptions for a household with a child under 14 and for members of an Indian tribe9. USDA lists no waived areas in Iowa for the quarter that began October 1, 202616.
SUN Bucks paid $120 per child in summer 2026
Children in homes with active SNAP got $120 on the family's EBT card; other eligible children got their own SUN Bucks card15. SUN Bucks expire 122 days after issue. The 2026 program ended August 14, 2026; as of October 16, 2026, HHS says 2027 applications will be posted later14.
Double Up Food Bucks match up to $15 a day
HHS points SNAP shoppers to Double Up Food Bucks Iowa. It matches SNAP spent on fresh fruits and vegetables, up to $15 a day, at participating stores and markets1. The match also worked on SUN Bucks in 202615.
No Restaurant Meals Program
Iowa is not on USDA's list of states that run a Restaurant Meals Program (page updated August 7, 2026), so SNAP cannot buy hot or restaurant meals in Iowa17,3.
Error rate under 6% for FY2025
Iowa's SNAP payment error rate for federal fiscal year 2025 was 5.34%, against 10.62% nationally. HHS says the state "will not be required to pay federal penalties in FFY 2028"18; under the 2025 law, states under 6% pay no share of benefit costs22. Your benefit amount does not depend on it.
