SNAP and EBT, state by state: official logins, phone numbers, income limits and rules

FY2027 limits, in effect from October 1, 2026

Vermont EBT and 3SquaresVT (SNAP)

Reviewed Income limits for FY2027 (Oct 1, 2026 to Sep 30, 2027)

In Vermont, SNAP is called 3SquaresVT. The Economic Services Division of the Department for Children and Families (DCF) runs it, and you apply through the MyBenefits portal or on paper Form 2021,6. Most households qualify with gross income up to 185% of the poverty line, which is $2,461 a month for one person from October 1, 20262. Two features stand out: every household is paid on the 1st of the month, and when everyone in the home is 65 or older or gets SSI, the benefit can go into a bank account as cash instead of onto a card15.

MyBenefits and the Document Uploader share one login

MyBenefits is DCF's online application for 3SquaresVT, Essential Person, Fuel Assistance and Reach Up6. You sign in with a myVermont account. If you already made an account for the Document Uploader, use that same login; the system will not let you create a second one6,7. After you log on, click "Apply For Benefits" and follow the steps6.

The Document Uploader is where you send proof after you apply: pay stubs, rent receipts, award letters. It takes PDF files or clear photos; log on and click "AHS Uploader"7. DCF's list of acceptable proof asks for gross wages from the 30 days before you applied, and says a photo ID is preferred but not required6. For help with the application, call the Benefits Service Center at 1-800-479-61516.

The Vermont EBT Card and its travel restrictions

The same card carries 3SquaresVT, Summer EBT and cash programs such as Reach Up and Emergency Assistance4,5. For your first card, call 1-800-914-8605 and use the automated system to choose a 4-digit PIN. A replacement card keeps your old PIN5. Three wrong PIN tries put a hold on the card until after midnight5. Check your balance on your last receipt, at ebtEDGE, or by phone at 1-800-914-86055,24. Cash withdrawals are free for the first four ATM uses each month, then 45 cents each5.

DCF announced on April 21, 2026 that Vermont cards are blocked where large-scale card theft has been found. All card use is blocked in California, Nevada, Brooklyn (NY), Garner and Raleigh (NC) and Duluth (GA). Online orders work only for delivery in Vermont, New Hampshire, Massachusetts and New York, and not to Brooklyn, Staten Island or Garden City, NY4,20. If you need the card in a blocked place, call 1-800-479-6151; DCF says the change takes about 15 minutes4. The policy manual also tells staff to advise locking the card on the ebtEDGE website after each use15. DCF's card page, checked October 16, 2026, does not mention chip cards4.

Report a wrong transaction within 90 days at 1-800-914-86055. Benefits taken by someone who knew your PIN, or after a card was physically stolen, are not replaced5,15. Federal replacement of skimmed SNAP benefits ended December 20, 2024, and DCF's pages describe no state replacement since then. Food lost to a fire, flood or a power outage of at least four hours is different: report it within 10 days at 1-800-479-6151 and you may get the value replaced5,15.

Applying for 3SquaresVT

  1. Check which form fits your household. If everyone applying is 65 or older or gets disability benefits, nobody earns income from a job or self-employment, and you buy and cook food together, use the short Form 202-3SNP ("3SquaresVT in a SNAP"). Everyone else uses Form 202 or MyBenefits18,1.
  2. Apply online, by mail or at a district office. Apply in MyBenefits, or print Form 202 (call 1-800-479-6151 to get one mailed). Send the signed form through the Document Uploader, by mail to the address on the form, or drop it at one of DCF's 12 district offices, open 7:45 a.m. to 4:30 p.m. Monday to Friday1,9.
  3. Answer the phone interview. DCF interviews by phone. You get an appointment notice (ESD 202C), and staff also try to call you twice within five days. You can ask for an in-person interview instead10.
  4. Upload proof. Send ID, Social Security numbers, the last 30 days of pay stubs and proof of rent or mortgage through the Document Uploader, or bring copies to a district office6,7.
  5. Watch for your decision letter and card. DCF must send a decision (form ESD 220) within 30 days of your application date. If approved, a card arrives by mail and you call 1-800-914-8605 to set a PIN10,5.

Very low-income households can get benefits within seven days. You qualify for this expedited service if your income for the month is under $150 and your cash and bank money is $100 or less, or if your income plus cash is less than your rent and utilities11. The seven days start the day after your application date11. If you apply after the 15th of a month, the first payment combines the partial first month with the next month11.

Families with a child under 18 who got the Vermont Earned Income Tax Credit in the last 12 months are categorically eligible, and so are households where everyone gets Reach Up or SSI. They skip the gross income, net income and asset tests12.

Gross limit: as published by Vermont Department for Children and Families (DCF), Economic Services Division2. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.

DCF publishes its October 2026 chart with both the 185% gross figures and the 100% net figures, and notes that to get a monthly payment your net income, after deductions, generally has to fall below the net line2. Deductions include 20% of earnings, child care, child support you pay, medical costs for members who are 60 or older or disabled, and shelter costs up to $769 a month, with no cap for older or disabled households2,3.

Vermont's heating allowance is high. From October 1, 2026 the standard utility allowance with heat is $1,135 a month, the allowance without heat is $322 and the phone-only allowance is $383. Since October 1, 2025, DCF gives the heating allowance through "heat and eat" only to households with an older or disabled member; other households get it only if they pay heating or cooling costs19. Once approved, the 130% line ($1,729 for one person from October 1, 2026) is the one to watch, because going over it must be reported13,3.

Net income test. Households that qualify through Vermont's expanded categorical eligibility face only the 185% gross test, not the net income test12. A household over 185% with a member who is 60 or older or disabled can still qualify under regular rules: it has no gross test but must pass the net income test, $1,330 a month for one person from October 1, 2026, and the asset limit12,3. Households over 185% with no older or disabled member are not eligible12.

Assets. Most households have no asset limit12. From October 1, 2026 the limit is $4,750 only for older or disabled households with gross income over 185%, and $3,000 if the only older or disabled member is disqualified3. DCF does not count your home or certain retirement accounts1.

Everyone is paid on the 1st

3SquaresVT is issued once a month and is available to every household on the 1st, weekends and holidays included15,4.

Vermont does not stagger deposits by case number or name. Benefits on the EBT card post on the 1st even when it falls on a weekend or holiday4,15. Cash-out households (everyone 65 or older or on SSI) get the money by direct deposit into a checking or savings account, or by check; those without a bank account get the EBT card15.

Unused food benefits stay on the card. They are removed only after the card goes 274 days without use; cash benefits are removed after 90 days without use, and Summer EBT 122 days after it is issued5,15.

Interim reports, renewals and the 15th-of-the-month deadline

Most households are certified for 12 months. Households where every adult is older or disabled and nobody works get 24 months, and 3SquaresVT in a SNAP households get 36 months with no interim report10,18. Halfway through a 12-month period DCF mails form ESD 202IR with a prepaid envelope in month five; it is due by the 2nd day of month six. In a 24-month period it comes in month eleven13. Between reports, you must report only two things within 10 days: gross income going over the 130% line, or a time-limited adult working under 80 hours a month13.

About six weeks before your period ends, DCF mails a reminder (ESD 202RL) with the review form. Return the signed form by the 15th of your last month, and finish the phone interview, to keep benefits without a gap14. If you miss the interview DCF sends a missed-interview notice, and you have to call to reschedule14. If you file or finish the review within 30 days after your period ends, DCF can still process it, but benefits restart from the date you apply. After 30 days you must apply again14.

Rules specific to Vermont

One statewide work-rule clock: November 1, 2025 to October 31, 2028

DCF's general work rules reach ages 16 to 6417. On top of them, adults 18 through 64 with no child under 14 at home get only three months of 3SquaresVT in each three-year period unless they work or train 80 hours a month or are exempt16. In Vermont the period is the same for everyone: November 1, 2025 through October 31, 2028, then November 1, 2028 through October 31, 203116. DCF applied the 2025 federal law's changes on October 1, 2025, ending exemptions for veterans, homeless people and former foster youth; DCF told lawmakers on October 30, 2025 that just over 4,000 people either lost an exemption or became newly subject to the federal work rule19. Volunteering at a food shelf, town office or church can count as workfare; DCF divides your benefit by the state minimum wage to set the hours16. Joining ICAN, DCF's free job and training program, can also meet the rule16,1.

Cash in the bank for households of seniors and SSI recipients

If every member is 65 or older or receives SSI, the household is a "cash out" household. 3SquaresVT is paid by direct deposit or check rather than as food benefits on a card15,1. People with no bank account receive it on the EBT card15. If anyone in the household is under 65 and not on SSI, benefits go on the Vermont EBT Card1.

No food restriction waiver and no Restaurant Meals Program

Vermont is not on USDA's list of states with an approved food restriction waiver (updated October 13, 2026). SNAP buys the same foods in Vermont as under federal rules, including soda and candy22. Vermont is also not on USDA's list of states with a Restaurant Meals Program (updated August 7, 2026)23.

Summer EBT 2026: $120 per child

Vermont's Summer EBT for the 2025-2026 school year is a one-time $120 for each eligible child, added to the family's existing EBT card or sent on a new one21. Children aged 6 to 16 in households on 3SquaresVT, Reach Up or Medicaid with qualifying income are enrolled automatically, as are students approved for free or reduced-price school meals; families enrolled automatically are notified by mail21. When checked on October 16, 2026, summerebt.vermont.gov was taking applications for the 2026-2027 school year21.

Immigrant eligibility after the 2025 law

Vermont applied the 2025 federal limits on non-citizen eligibility on October 1, 2025; 86 households lost benefits entirely19. After USDA guidance of December 9 and 10, 2025, DCF restored benefits to some lawful permanent residents and Special Immigrant Visa holders in the country fewer than five years. Cases closed only because of the earlier rule were reopened automatically20.

Crop Cash at farmers' markets

Every 3SquaresVT household qualifies for Crop Cash and Crop Cash Plus, farmers' market programs run by the nonprofit NOFA-VT1; 3SquaresVT in a SNAP households qualify automatically18. The Vermont EBT Card works at farmers' markets: at the market's EBT stand you swipe it and get $1 wooden tokens to spend on food5.
