Oklahoma EBT and Supplemental Nutrition Assistance Program (SNAP)
Oklahoma Human Services (OKDHS) runs SNAP under its federal name and loads benefits on the ACCESS Oklahoma card1,2. You apply and renew through OKDHSLive!, and the card itself is managed in Conduent's ConnectEBT app, which OKDHS calls its only official EBT app9,5. Three things stand out for FY2027: the gross income limit stays at 130% of poverty with no asset test for most households3,4, candy and sweetened drinks have been off the SNAP list since February 15, 202615, and every SNAP household is getting a new chip card7,5.

StateEBT is an independent guide, not a government website. Applications, logins and balances are handled only on the official sites above, run by Oklahoma Human Services (OKDHS), Adult and Family Services and its EBT contractor.
Using OKDHSLive! for your SNAP case
OKDHSLive! takes requests for SNAP, child care, TANF cash aid and LIHEAP energy help, and SoonerCare for people 65 or older or disabled; other adults, children and pregnant women apply for SoonerCare on the Health Care Authority's site9,2,23,24,25. You can apply, renew or re-open food benefits, check an application's status, upload documents and run a short eligibility screening there9. First-time users create a user name and password before applying, and the same user ID is needed for renewals and saved screenings2,9. Uploads are accepted around the clock, and OKDHS asks applicants to check status online instead of calling1.
Two shortcuts sit outside the login. The Report a Change link opens changerequest.dhs.ok.gov, where you can report a change or request a food replacement, with no OKDHSLive! account needed9,12. You also have the right to file an incomplete SNAP application to lock in your filing date; OKDHSLive! links to a short form at okbenefits.org for that9. Screen reader users can call 1-877-653-4798 and have staff enter the application with them9.
The ACCESS Oklahoma card, ConnectEBT and chip cards
Your first Oklahoma card is not mailed. After the approval letter arrives, you pick it up at your local Human Services Center and watch a short video on using it; the same applies if the card is linked to child care1,2. Later cards are handled through ConnectEBT or 1-888-328-65511. To register in ConnectEBT you need the card number plus a Social Security number and date of birth that match OKDHS records5. The app shows your balance, transactions and the amount and date of the next deposit5,6. For an address change or a deposit that never arrived, call OKDHS at 1-405-522-5050, not the card line5.
Every SNAP household is getting a chip card, mailed by ZIP code in a plain white envelope, with benefits moving over on their own7,5. Activating it turns the old card off at once; an old card that is never swapped stops working after 90 days. Chip cards are inserted at the register, not swiped5. If cards have gone out to your ZIP code and yours has not come within 10 days, call 1-888-328-65517.
OKDHS says plainly that stolen SNAP benefits cannot be reimbursed5. ConnectEBT lets you lock the card everywhere or only for out-of-state use, and each unlock can be set to re-lock after 30, 60 or 90 minutes; deposits still post while it is locked6. A card reported lost or stolen is shut off for good and the replacement is mailed to the address on file. Report suspected theft on the OKDHS stolen benefits form6.

How to apply for SNAP in Oklahoma
- Gather proof before you start. OKDHS asks for pay stubs for the last 30 days, utility bills dated within 90 days, a lease or mortgage statement, and medical receipts for anyone 60 or older or disabled. Expenses you do not prove are not counted1.
- Apply on OKDHSLive! or on paper. Apply on OKDHSLive! at any hour, or mail, fax or hand Form 08MP001E, Request for Benefits, to a local Human Services Center1,2,10. A Spanish form (08MP001S) is linked from OKDHSLive!9.
- Complete the interview. A mailed notice tells you how and by what date to do the interview, by phone or in person. OKDHS cannot decide until the interview is done and all proof is in1,2.
- Watch for the Notice of Action. OKDHS mails a Notice of Action with the decision. An approval shows the amount, the start date and the income and deductions used; a denial explains why2.
- Pick up your card. First-time cardholders collect the ACCESS Oklahoma card at the local office after approval. If you had a card before, set it up through ConnectEBT or 1-888-328-65511,2.
OKDHS has 30 calendar days to process a SNAP application and 7 calendar days when the household qualifies for expedited service10. You do not need to ask for expedited benefits: staff screen every application for it, and money in the bank can affect whether you qualify2. Benefits are prorated from the date of application26, and a first-month amount under $10 is not issued3.
Office addresses are on the OKDHS office locations map, and offices close on state holidays8.

| 8 | $6,037 | $4,644 | $1,841 |
| Each additional person | +$616 | +$474 | +$225 |
Gross limit: as published by Oklahoma Human Services (OKDHS), Adult and Family Services3. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.
Oklahoma did not raise its gross income limit above the federal 130% line. The chart OKDHS published for October 1, 2026 matches the federal FY2027 figures: $1,729 a month for one person and $3,575 for four, plus $616 for each person over eight3. The net limit is 100% of poverty, $1,330 for one person and $2,750 for four3. What Oklahoma's version of broad-based categorical eligibility removes is the asset test, not the income test4. Under Appendix C-3, households that qualify through Oklahoma 2-1-1 become categorically eligible when they receive their SNAP certification notice, and categorically eligible households of one or two people get at least $25 a month3.
An older person who cannot buy and fix meals separately because of a permanent disability can be treated as a separate household when total household gross income is at or below 165% of poverty ($2,195 for one person, $2,976 for two)3. The FY2027 deductions in the same chart are 20% of earnings, a standard deduction of $217 for one to three people, a $769 cap on the excess shelter deduction for households without an elderly or disabled member, and a $206 homeless shelter deduction3.
Net income test. Households without an elderly or disabled member must pass both the 130% gross test and the 100% net test. Households with a member 60 or older or disabled face only the net test. Households where everyone gets TANF or SSI skip both tests at certification.
Assets. No asset test for most households: Oklahoma's broad-based categorical eligibility comes through its 2-1-1 information and referral service and carries no asset limit4. OKDHS says bank accounts, a home or a car do not affect eligibility, though cash on hand can affect expedited service2. Households that are not categorically eligible, and sponsored noncitizens, face a $3,000 limit, or $4,750 with an elderly or disabled member3.
When Oklahoma loads SNAP benefits
On the 1st, 5th or 10th of each month, based on the last digit of your SNAP case number.
| Case number ends in | Benefits available |
|---|---|
| 0, 1, 2 or 3 | 1st |
| 4, 5 or 6 | 5th |
| 7, 8 or 9 | 10th |
Oklahoma spread SNAP across three days in April 2011, after the Oklahoma Grocers Association asked for time to restock; before that, everyone was paid on the 1st14. USDA's issuance schedule lists the same 1st, 5th and 10th split by the last digit of the case number13. The ConnectEBT app shows the date and amount of your next deposit before it posts6.
Six-month and annual renewals in Oklahoma
Oklahoma approves SNAP for 12 or 24 months, with a renewal halfway through. On a 12-month approval, the Renew My Benefits notice comes in the fifth month and the renewal is due at six months; on a 24-month approval, it comes in the 11th month and is due at 12 months. Send the renewal and the proof it asks for by the date on the notice even if nothing changed, or benefits stop11. Renew on OKDHSLive! under Renew/Re-Open9.
Between renewals, report within 10 days if household gross income goes above the 130% limit for your size, if anyone wins $4,500 or more in a lottery or gambling prize, or if someone under the time limit drops below 80 work hours a month11. Use the online change form, call 1-405-522-5050 or file Form 08FB038E11,12.
Rules specific to Oklahoma
No candy or sweetened drinks since February 15, 2026
Under a two-year federal pilot that OKDHS calls the SNAP Healthy Foods Waiver, SNAP no longer buys candy (including chocolate bars, gummies, mints and gum) or soft drinks, defined as sweetened drinks such as soda, energy drinks, bottled sweet tea and lemonade, and flavored sweetened water. Cookies, cakes, baking chocolate, milk, 100% juice, plain water and coffee are still allowed15. USDA approved the waiver on August 4, 2025, and the start date moved from January 1 to February 15, 2026 to give retailers time to update their systems15,16. When a federal court vacated five states' waivers on June 22, 2026, Oklahoma's was not among them, and USDA still lists it as approved27. USDA also took public comments on Oklahoma's pilot through October 15, 202616.
Summer EBT 2026 came from tribal nations
USDA's list of Summer EBT (SUN Bucks) areas shows no state-run program for Oklahoma in 2026. Instead, the Cherokee Nation, Chickasaw Nation, Choctaw Nation of Oklahoma, Muscogee (Creek) Nation and Otoe-Missouria Tribe issued it to all eligible children living on their tribal land, whether or not the child is a tribal member. Questions go to the tribe; the Chickasaw, Muscogee (Creek) and Otoe-Missouria programs share the oksebt.org site17.
Work rules apply statewide with no waiver for FY2027
No part of Oklahoma has a waiver from the three-month time limit for able-bodied adults without dependents for the quarter that began October 1, 202619. OKDHS's emergency rule under the 2025 federal law applies the limit to adults up to age 64, exempts parents and others caring for a child only when the child is under 14, and ends the exemptions for veterans, people experiencing homelessness and former foster youth. It also adds exemptions for American Indians covered by federal Indian health law20. Some OKDHS web pages still show older age ranges. For help meeting the rule, OK SNAP Works partners in Oklahoma City, Tulsa, Duncan and Bartlesville offer free job training, and can cover costs such as transportation, work clothing, exam fees and eyeglasses21.
No Restaurant Meals Program
Oklahoma is not among the states that run USDA's Restaurant Meals Program, so SNAP cannot buy hot prepared meals at restaurants here, including for elderly, disabled or homeless households18. OKDHS lists hot food and food eaten in the store among the items SNAP cannot buy2.
Online grocery orders
USDA's Oklahoma directory lists the stores that take SNAP online orders in the state, from Walmart, Aldi and Amazon to regional grocers such as Homeland, Reasor's, Harps and FireLake Discount Foods22. Sales tax is not charged on food bought with SNAP benefits2.
