Oregon EBT and SNAP Food Benefits

Reviewed Income limits for FY2027 (Oct 1, 2026 to Sep 30, 2027)

The Oregon Department of Human Services (ODHS) runs SNAP, called SNAP Food Benefits on its pages, and pays it on the Oregon Trail Card1,2. You apply and renew in ONE, the system shared with the Oregon Health Plan3. For FY2027 most households can earn up to 200% of the poverty line with no asset test1,14, and deposits arrive on the 1st to 9th of the month by the last digit of a Social Security number2.

One account for food, health, cash and child care

ONE is the eligibility system ODHS shares with the Oregon Health Plan. A ONE Online account lets you apply, check an application's status, renew, upload documents, read notices in the Message Center, and choose "Report a Change" on your dashboard between renewals; the Oregon ONE Mobile app manages an existing case, with messages and document uploads3,4,7.

If you had benefits before but ONE shows a blank application after you sign up, call 1-833-978-1073 and ask staff to link your case to the account; the same line confirms your identity when the site says "Call us!"4. Applying for someone outside your immediate family? Create the account in your own name and check the authorized representative box4. If you are picked for a SNAP Quality Control review, you can confirm the message is really from ODHS by calling 1-866-964-21364.

The Oregon Trail Card and ebtEDGE

The Oregon Trail Card carries both SNAP and cash benefits. Check the balance in ebtEDGE, which has a new site at ebtEDGE.us and a new app; old accounts still work2,24. The app is published by FIS (Fidelity Information Services)23. Change your PIN by calling 1-888-997-4447, online, or at an ODHS office2.

To cancel a lost, stolen or damaged card on a weekday from 8:30 a.m. to 4:30 p.m. Pacific, call 1-855-328-6715; the new card usually arrives by mail within five business days. At night or on weekends, call 1-888-997-4447 to cancel, then call the replacement line during business hours2. ODHS shuts off some cards when it sees suspicious activity and mails a new one automatically, so a card declined with money on it may be one of these2.

In ebtEDGE, "Freeze Card" locks the card between uses and "Protect My Account" blocks out-of-state and online purchases10. ODHS does not replace SNAP stolen by skimming or other electronic theft; it may replace stolen TANF cash reported within 30 days11,2. The 2026 Legislature funded a switch to chip cards, but ODHS had posted no start date as of October 16, 202618.

Applying for SNAP Food Benefits in Oregon

  1. Pick a way to apply. Apply in ONE Online, by phone at 1-800-699-9075, or in person at a local ODHS office. One application can also cover TANF and the Oregon Health Plan1,3. ODHS's checklist PDF lists what to have ready3.
  2. Or use the paper form. The Application for SNAP, TANF or ERDC (form DE0415F) comes in several languages and in large print. Drop it at a local office or send it by mail, email or fax3. Health coverage has its own paper form.
  3. Answer the interview call. Apply in person or by phone and ODHS tries to interview you then. Apply online or by mail and it calls you, sometimes texting first. ODHS calls from 1-503-945-5722, so let that number through your spam filter5,4.
  4. Send proof and watch for the card. The worker tells you which proof to send, such as ID, pay stubs, rent and utility bills, and medical costs for members 60 or older or disabled. If approved, your Oregon Trail Card comes by mail5,1.

The interview takes about 45 minutes, by phone or at an office, with a free interpreter if needed. If ODHS cannot reach you, it sends a notice with a set time5. Oregon's rule calls for the interview within 20 days of the filing date and a decision within 30 days; expedited cases get benefits by the 7th day, even if the interview is missed17. If you moved to Oregon in the last six months, expect questions about SNAP in your old state5.

Gross limit: as published by Oregon Department of Human Services (ODHS)1. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.

ODHS posts the chart above as the gross monthly income most households can have; it is marked effective from March 2026 through February 20271. A household under 200% of poverty skips both the asset test and the net income test14, but the benefit is still figured from net income, so a household near the top may get a small amount.

Adults 60 and older can count out-of-pocket medical costs1. College students aged 18 to 49 enrolled more than half time need an extra condition, such as working more than 20 hours a week or caring for a child under 61. From October 1, 2026, Oregon's utility allowances are $533 for heating or cooling costs, $418 for two or more other utilities, $67 for one non-phone utility and $84 for phone only13. An energy assistance payment unlocks the $533 allowance only for households with an elderly or disabled member; ODHS estimated about 29,000 households would lose it, an average of $58 a month13,9.

Net income test. Households that qualify through Oregon's broad-based categorical eligibility (gross income under 200% of poverty) are presumed to meet the net income limit, so most never face the 100% net test14. Households that do not qualify that way, for example after a large lottery or gambling win, face the federal 130% gross and 100% net tests; a household with an elderly or disabled member is exempt from the 130% gross test14.

Assets. No asset test for households that qualify under the 200% rule14. Others face a limit of $3,000, or $4,750 if a member is elderly or disabled15. Under the categorical eligibility rule, liquid lottery or gambling winnings must stay under $4,75014.

Deposit days: the 1st to the 9th by SSN

SNAP lands between the 1st and 9th of each month, by the last digit of the Social Security number, including weekends and holidays.

ODHS pays on these days even when they fall on a weekend or holiday. TANF cash and SNAP cash-out payments arrive on the 1st2. SNAP left on the card carries over from month to month, but benefits not used within one year are removed2.

Oregon offers SNAP cash-out to adults 65 and older in Clackamas, Columbia, Multnomah and Washington counties: they can take benefits as a direct deposit, a check, or on the card1.

Periodic Reports, renewals and the 10th-of-the-month rule

Most households are certified for up to 12 months; if every adult is elderly or disabled and no one has earned income, ODHS can certify for 24 months16. About halfway through, ODHS mails a Periodic Report packet. It needs no interview but must be signed and returned on time, in ONE, by phone at 1-800-699-9075, or by mail, fax or office drop-off, with proof if income changed by $125 or more6. Renewal packets arrive 45 days before the due date1. File the renewal and proof by the 15th of the last month to avoid a gap; an application within 30 days after the end date still counts as a renewal, with the first month prorated16.

Between reports, tell ODHS by the 10th of the next month if household income goes over 130% of poverty (from October 1, 2026, $1,729 a month for one person, $2,960 for three, plus $616 for each added person), if someone wins over $4,750 from one lottery or gambling game14, or if an adult under the work rules falls below 80 hours a month7.

Rules specific to Oregon

Work rules statewide since December 1, 2025, with county and Tribal exemptions

After the 2025 federal law, ODHS applied the 3-month time limit to adults aged 18 to 64 with no child under 14 on the case: first in Benton, Clackamas, Hood River, Multnomah, Washington and Yamhill counties on October 1, 2025, then statewide on December 1, 2025, checked at recertification9. Crook, Gilliam, Jefferson, Lake, Morrow, Sherman and Wheeler counties have no WorkSource Center, so people there are exempt, as is anyone living on Burns Paiute, Coquille, Siletz, Cow Creek Umpqua or Klamath Tribal lands8. USDA lists Oregon among 12 states with partial waivers on October 1, 202619. Others need 80 hours a month of work, volunteering or training; the 3-year period runs through December 31, 2027. Report an exemption at 1-833-947-16948.

No soda or candy ban, and no Restaurant Meals Program

Oregon is not on USDA's list of SNAP food restriction waivers (updated October 13, 2026), so soda and candy remain eligible20. It is also not among the states running the Restaurant Meals Program (list updated August 7, 2026)21.

Summer EBT: $120 per child, 2027 applications open on paper

Oregon's Summer EBT pays $120 per eligible school-age child each summer on an Oregon Trail Card. Paper applications for summer 2027 have been accepted since September 2, 2026, by email to [email protected]. Unused Summer EBT is removed 122 days after loading, so 2026 balances began expiring October 3, 202612.

Double Up Food Bucks and online grocery orders

ODHS points SNAP households to Double Up Food Bucks, which doubles SNAP dollars spent on healthy foods at participating markets and stores2,1. Oregon was one of the eight original states in USDA's online purchasing pilot and launched it in early March 2020, so the Oregon Trail Card works with approved online grocers22.

Non-citizen limits since October 1, 2025

Since October 1, 2025, non-citizens in Oregon can get SNAP only as lawful permanent residents meeting extra rules, Cuban and Haitian entrants, or citizens of Micronesia, the Marshall Islands and Palau; about 1,000 refugees, asylees and other immigrants had SNAP cut or closed October 31, 20259. From September 18, 2026, the 2022 federal public charge regulations no longer apply, and immigration officers may consider more types of public benefits. ODHS says the change does not alter who can get SNAP and that benefits received before that date are not counted under the new process9. ODHS also lists a Sanctuary Promise Response Hotline at 1-844-924-7829 (Monday-Friday) for help or to report a problem9.
