Idaho EBT and Food Stamps (SNAP)
Idaho's Department of Health and Welfare (DHW) runs SNAP, and the state's rules and many DHW pages still call it Food Stamps8,14. There is no online SNAP application in Idaho: you apply by phone, in person, or by mail, email or fax, and the idalink portal is for viewing benefits and reporting changes once you have a case2,7. Two changes shape FY2027: since February 15, 2026 the card no longer buys candy or soda4, and a state law in force from July 1, 2026 bars DHW from using income or asset limits above the federal ones9,10.

What idalink can and cannot do for food stamps
idalink is DHW's self-service site for Medicaid, food, cash and child care assistance. For food assistance its home page offers only "View benefits" and "Report a change"; "Apply" and "Complete re-evaluation" are for health coverage29,7. To register you need your legal name, date of birth and an email address7. idalink shows benefits for people receiving them or closed within the last 60 days6, and it shows which day of the month your benefits arrive5.
You can upload proof DHW asks for and get a confirmation email, but idalink does not keep the files, so keep the originals20,7. Three wrong passwords lock the account for 15 minutes19. For login trouble, email [email protected] or call 1-877-456-123318.
The Idaho Quest Card and stolen benefits
USDA's Idaho directory names the card the Idaho Quest Card14. FIS runs card service: call 1-888-432-4328 at any hour for your balance, a lost card or a wrong transaction (TTY 1-800-377-3529), or log in to ebtEDGE5,21. You get the card the same day at a DHW office or by mail within 10 to 14 days2. Keep it if benefits stop for a while; later benefits load onto the same card3.
Only FIS replaces cards; DHW offices will not3. Ask for four replacements within 12 months and DHW sends a notice that your account is being watched for suspicious activity5. Report a new name or address right away, because a store may refuse a card whose details do not match3. The DHW card pages checked October 16, 2026 do not mention chip cards3,5.
For benefits taken by skimming, cloning or a phone or text scam, DHW's Manage my SNAP page (updated April 22, 2026) still links form FS585, the Stolen Food Stamps Reimbursement Request3. The form says verified claims are repaid up to the amount stolen or two months of benefits, whichever is less, within 10 business days of approval17. Federal funding for these repayments ended December 20, 2024, and DHW does not say whether later thefts are still repaid. Ask at 1-877-456-1233.

Applying in Idaho: by phone, in person or on paper
- Call or go to a DHW office. Call 1-877-456-1233 toll free, or apply at a DHW office2. DHW asks you to call before going, because some services are by phone only28.
- Or send the paper Application for Assistance. Print the form in English or Spanish. Email it to [email protected], fax it to 1-866-434-8278, or mail it to Self-Reliance Programs, PO Box 83720, Boise, ID 83720-00262.
- Gather proof for everyone you list. Bring ID, household income and resources, housing costs, monthly expenses and immigration status if it applies2. Since July 1, 2026, state law requires proof of identity for each member listed10.
- Do the interview. After DHW reviews your application, it contacts you for an interview. You cannot skip it2. The interview is by phone or face to face8.
- Get the notice and your card. DHW mails a notice of its decision2. Benefits for a new approval are loaded the day after approval6, and the card comes the same day at an office or by mail in 10 to 14 days2.
If you meet the expedited criteria, DHW can issue benefits within seven days1. For that, Idaho's rule needs only proof of identity up front; if you applied on the 16th or later and other proof is postponed, your first two months are both issued within the seven days8. Everyone else gets a written decision within 30 days of the application date8. Moving from another state? Close that state's SNAP case first, because you can get benefits from only one state at a time2.
Idaho's FY2027 income limits: the federal 130% line
| Household size | Gross income limit (130%) | Net income limit (100%) | Maximum benefit |
|---|---|---|---|
| 1 | $1,729 | $1,330 | $306 |
| 2 | $2,345 | $1,804 | $562 |
| 3 | $2,960 | $2,277 | $808 |
| 4 | $3,575 | $2,750 | $1,023 |
| 5 | $4,191 | $3,224 | $1,217 |
| 6 | $4,806 | $3,697 | $1,463 |
| 7 | $5,421 | $4,170 | $1,616 |
| 8 | $6,037 | $4,644 | $1,841 |
| Each additional person | +$616 | +$474 | +$225 |
Gross limit: 130% of the 2026 HHS poverty guideline divided by 12, rounded up. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.
Idaho has kept the federal 130% gross line. DHW's own chart, labeled "Effective October 2025," is the FY2026 version ($1,696 for one person)2. The table above shows FY2027 figures calculated from the 2026 poverty guidelines, because DHW had not posted an October 2026 chart when this page was checked. After approval, report by the 10th of the next month if household gross income goes over the 130% line5,8.
Net income test. Households with a member who is 60 or older or disabled skip the gross test but must pass the 100% net income test: $1,330 a month for one person from October 1, 20268,27. Households where everyone receives TAFI, AABD or SSI are categorically eligible and skip both income tests8.
Assets. DHW's apply page (last updated April 14, 2026) and Idaho rule IDAPA 16.03.04.305 say most households must have resources under $5,000. Resources include cash, bank accounts, stocks, property and household or recreational vehicles2,8. Idaho Code 56-205A, added by House Bill 730 and in force from July 1, 2026, bars DHW from allowing resources above the federal limits. From October 1, 2026 those are $3,000, or $4,750 for a household with a member 60 or older or disabled10,27. DHW had not posted which limit it uses from October 2026 when this page was checked. If your savings fall between $3,000 and $5,000, ask at 1-877-456-1233.
Deposit days: the last digit of a birth year
From the 1st to the 10th of each month, set by the last digit of the EBT cardholder's birth year.
| Last digit of birth year | Benefits available |
|---|---|
| 1 | 1st |
| 2 | 2nd |
| 3 | 3rd |
| 4 | 4th |
| 5 | 5th |
| 6 | 6th |
| 7 | 7th |
| 8 | 8th |
| 9 | 9th |
| 0 | 10th |
DHW loads benefits on a staggered schedule over the first 10 days of the month, using the last number of the cardholder's birth year. DHW gives two examples: born in 1994, the 4th; born in 1979, the 9th2,5. The day stays the same every month5. Your first payment after approval comes the day after DHW approves it, not on your schedule day6. To confirm the deposit, call FIS at 1-888-432-4328 or log in to idalink5,6.
Re-evaluations, six-month contacts and reporting by the 10th
When your re-evaluation is due, DHW notifies you and sends the forms3. Between renewals Idaho uses a six-month or twelve-month contact, and DHW interviews you at least every 12 months, or every 24 months on a 24-month certification8. Finish before the 15th of the last month to avoid a gap8. If benefits stop because you missed a step, you must apply again6. From July 1, 2026, state law caps certification at six months for households with zero net income or a time-limited adult, and at one or two months for households expected to lose eligibility soon10.
Two changes must be reported by the 10th of the next month: gross income over the 130% limit and a time-limited adult's hours dropping below 80 a month5,8. DHW's brochure also asks you to report lottery or gambling winnings of $4,000 or more within 10 days of receiving the money5. DHW also asks you to report a new address, name, household member or marital status3. Call 1-877-456-1233, email [email protected], use idalink or fax, or send the Change Report Form5,3.
Rules specific to Idaho
No candy or soda since February 15, 2026
A 2025 Idaho law told DHW to drop candy and soda from SNAP once USDA agreed. USDA approved on June 10, 2025, and a December 12, 2025 change set the start at February 15, 20264,13. Candy means sweetened confections without flour that need no refrigeration. Soda means any sweetened nonalcoholic drink except drinks with milk or a milk substitute, drinks over 50% juice, and powders or concentrates. There are no medical exemptions4.
House Bill 730 checks from July 1, 2026
House Bill 730, signed April 2, 2026, took effect July 1, 20269. DHW must match cases against Idaho Lottery wins of $3,000 or more, check vital records, prison records and out-of-state EBT use each month, and check labor and tax data each quarter. It must also count all income and resources of an ineligible noncitizen in the household, with nothing prorated10.
Work rules for adults 18 to 64, and no waived areas
DHW's E&T page (updated August 12, 2026) says adults 18 to 64 who are not disabled or pregnant and have no child under 14 at home must work 80 hours a month or join E&T11. Older DHW pages and the brochure still say 18 to 543,5. USDA lists Idaho with no time-limit waiver on October 1, 202612. CommunityCX runs E&T: 1-866-777-385011.
No Summer EBT in 2026 and no restaurant meals
USDA's map lists Idaho as not participating in Summer EBT (SUN Bucks) in 202615. Idaho is also not on USDA's list of Restaurant Meals Program states, so SNAP does not buy restaurant meals here16.
Online grocery orders and farmers market matches
USDA's Idaho page lists the online stores that take SNAP in the state, among them Albertsons, Amazon, Broulim's, Fred Meyer, Rosauers, Walmart and Yoke's Fresh Market14. DHW says some farmers markets match SNAP spending through Double Up Food Bucks, up to $20 per visit at some markets1.
