SNAP and EBT, state by state: official logins, phone numbers, income limits and rules

FY2027 limits, in effect from October 1, 2026

Kentucky EBT and Supplemental Nutrition Assistance Program (SNAP)

Reviewed Income limits for FY2027 (Oct 1, 2026 to Sep 30, 2027)

Kentucky keeps the federal name, SNAP, and the Department for Community Based Services (DCBS) runs it inside the Cabinet for Health and Family Services1,2. Applications, renewals and change reports go through kynect benefits, the same site used for KTAP cash aid, Medicaid and health plans17,20. Kentucky pays benefits over the first 19 days of the month by the last digit of the head of household's Social Security number2. Through November 30, 2026 it waives the work-rule time limit in five eastern counties, and the state manual promises expedited food help within 5 days, not the federal 79,2.

kynect benefits: one login for SNAP, KTAP and Medicaid

kynect benefits is the state's self-service site. One application there covers SNAP, KTAP cash assistance, Medicaid and KCHIP20,17, and Medicaid members renew once a year19. USDA's directory still links the old benefind.ky.gov address, which forwards to kynect benefits5. The DCBS manual calls the site the Self-Service Portal (SSP): use it to apply, report changes and upload a mid-review form with proof, signing electronically2.

You can skip the website. DCBS takes applications at any county office, whatever county you live in, and by mail, fax or phone at 1-855-306-89592,17.

The Kentucky EBT Card and what happens if it is stolen

Your card comes by mail with steps for activating it and choosing a PIN; sign the back when it arrives1. FIS runs Kentucky's EBT system3. Call 1-888-979-9949 and give the 16-digit card number and your date of birth to activate it. The same automated 24-hour line gives your balance and last 10 transactions and changes your PIN3. USDA lists ebtEDGE as Kentucky's EBT website5.

Report a lost, stolen or damaged card to that number at once1. State regulation requires a replacement within 5 days4. If your address or name has changed, or you want to pick the card up, the replacement goes through your DCBS office instead3.

Kentucky does not replace SNAP spent with a lost or stolen card once the account has been drawn down (921 KAR 3:045)4. Federal money for replacing skimmed benefits ended December 20, 2024. Neither the manual nor the SNAP page, read October 16, 2026, mentions chip cards1,3.

Applying for SNAP through DCBS

  1. File the application, even if it is incomplete. Apply in kynect benefits, call 1-855-306-8959, or walk into any DCBS office. An application counts as filed when you submit it online or by phone, or when a signed form reaches any Family Support office. You do not need the interview first, and the 30-day clock starts that day2,23.
  2. Do the interview. The head of household or an authorized representative must finish an interview before DCBS can decide23. Interviews are by phone unless you ask to come in. DCBS must agree if you do2.
  3. Send the proof DCBS asks for. DCBS sends a Request for Information listing what is missing: often pay stubs, Social Security letters, rent and utility bills or bank statements. Deductions need proof1,2.
  4. Watch for the decision letter. DCBS has 30 days to decide. An approval notice gives the monthly amount and tells you when your next interview is due1,2.
  5. Activate the card when it arrives. Call 1-888-979-9949 with the card number and your date of birth, then choose a PIN. New cases can use benefits the day after approval3,4.

Kentucky's expedited timeline is shorter than the federal 7 days: the manual requires benefits, and the card in the mail, by the 5th calendar day after you apply2. You qualify if rent or mortgage plus utilities exceed your gross monthly income, if income is under $150 a month with $100 or less in cash and bank accounts, or if you are a destitute migrant or seasonal farmworker1.

SSI recipients 60 or older can use the shorter SAFE application23. Elderly or disabled households with no earnings may be placed in ESAP instead: no renewal interview, fewer papers, a standard medical deduction and 36-month certification16.

The table is the 200% column of the October 1, 2026 income scale in Kentucky's SNAP manual2. USDA's broad-based categorical eligibility chart, updated June 29, 2026, lists Kentucky at 200% with no asset limit6. SB 257, a 2026 bill to end that policy, went to committee on March 13, 2026 and moved no further25,7. One manual section, MS 3160, words it differently: 130% for households without an elderly or disabled member, 200% only when every member is elderly or disabled2. If your income falls between those lines, apply and let DCBS decide.

A 165% limit (from $2,195 for one person) applies to people who buy and cook with an elderly or disabled relative who cannot prepare meals2. For applications and renewals filed on or after June 26, 2026, the manual caps benefits at twice the federal maximum for four people; its example puts that at $1,988. It reaches households of nine or more2.

Net income test. Kentucky grants expanded categorical eligibility through a TANF-funded information sheet given at application. The 200% column applies to households eligible that way, and the manual says not to impose a net income limit on them2,6. Households that are not expanded categorically eligible, such as those who lost it through large lottery or gambling winnings, face the 130% gross test (from $1,729 for one person) and the 100% net test (from $1,330)2.

Assets. Households that are expanded categorically eligible have no resource test2,6. For other households, the manual's October 1, 2026 limits are $3,000, or $4,750 if a member is 60 or older or disabled2. DCBS's SNAP web page still lists older limits of $2,250 and $3,500, and says vehicles are excluded1.

Kentucky's deposit days, 1st to 19th

Benefits arrive on odd days from the 1st to the 19th of each month, set by the last digit of the head of household's Social Security number.

The DCBS manual sets this table by the last digit of the head of household's Social Security number, not the case number; benefits post at 12:00 a.m. Eastern on that day2. State regulation 921 KAR 3:045 requires ongoing benefits within the first 19 days of the month4. Your first payment comes the day after approval, as do benefits for a renewal begun after the 15th and approved in the benefit month4. Renew on time and the next month arrives on your usual day2. Unspent SNAP carries over, but benefits not used for nine months are removed for good3.

Mid-reviews, renewals and the 10th-of-the-month rule

Households with an adult under the work-rule time limit and no child under 14 are certified for 4 months. Where every adult is 60 or older, gets Social Security or SSI and has no earnings, it is 36 months. Most others get 12 months2. Twelve-month cases get a mid-review form (FS-2) in month 5, due by the 17th of month 6. With no changes you can sign it by phone; otherwise upload it in kynect or fax 1-502-573-2007. A missing FS-2 closes the case at month's end2.

At renewal, apply and finish the interview by the 15th to keep benefits on schedule2. Between reviews, report by the 10th of the next month only if gross income passes your approval limit, an adult under the time limit drops below 20 work hours a week, or someone wins a large lottery or gambling prize2.

Rules specific to Kentucky

Work time limit: five counties waived through November 30, 2026

Since November 1, 2025, adults 18 to 64 with no child under 14 at home must work or train 20 hours a week in all 120 counties, or SNAP stops after 3 months in 36 unless they are exempt1,8. USDA waived the rule in Elliott, Lewis, Magoffin, Martin and Wolfe counties from December 1, 2025 to November 30, 2026, where unemployment topped 10%9,10. Free SNAP Employment and Training runs in every county and may pay up to $25 a month for travel15.

No food restriction waiver and no Restaurant Meals Program

Kentucky is not on USDA's list of approved or pending food restriction waivers (updated October 13, 2026), so soda and candy stay eligible11. It does not run a Restaurant Meals Program12. SNAP cannot buy hot ready-to-eat food, alcohol, tobacco or nonfood items, but can buy seeds and plants that grow food1.

Summer EBT 2026 (SEBT)

Kentucky ran Summer EBT (SEBT) in 202614. Children were enrolled automatically if approved for free or reduced-price school meals, or if aged 6 to 17 and on SNAP, KTAP or Kinship Care for a month since July 1, 2025. Others applied at kysebt.ky.gov or kynect by August 15, 2026, using the child's 10-digit Statewide Student Identifier13.

Buying groceries online

Kentucky takes part in SNAP online purchasing22. USDA's Kentucky directory lists retailers that accept EBT online, among them ALDI, Amazon, Kroger, Walmart, Food City and Save A Lot5.
