SNAP and EBT, state by state: official logins, phone numbers, income limits and rules

FY2027 limits, in effect from October 1, 2026

South Dakota EBT and Supplemental Nutrition Assistance Program (SNAP)

Reviewed Income limits for FY2027 (Oct 1, 2026 to Sep 30, 2027)

In South Dakota the program keeps its federal name, SNAP, and the Department of Social Services runs it from Pierre and local offices in 42 communities1,8. You apply, renew and report changes in SD BEES, the state's online benefits system, which shares one application with Medical Assistance1,2. For FY2027 South Dakota applies the plain federal rules: a 130% gross income test and an asset limit for most households3, with benefits for ongoing cases landing on the 10th of each month5.

Applying and renewing in SD BEES

SD BEES at eaportal.sd.gov is where DSS sends you to apply, renew or report changes for SNAP, Medical Assistance or both1. The home page has four options: a "Do I qualify?" screener, "Apply for benefits", "View your account" (application status, changes and renewals) and "Apply for SNAP without an account"2.

The account options sign you in through mySD, the State of South Dakota's single login, which uses your email address. Login trouble goes to mySD technical support at 1-605-773-3011, not to DSS2. If you renew online, the form starts blank. Nothing from your last application is filled in, so answer every question and list any change3.

SD BEES (South Dakota Benefits Eligibility and Enrollment System)

The South Dakota EBT card and ebtEDGE

The card only carries SNAP. TANF, child support and energy payments come by direct deposit or on a separate Way2Go prepaid Mastercard16. DSS contracts with FIS to run EBT9, so the card works with FIS's ebtEDGE website18 and the new ebtEDGE mobile app5. The card stays inactive until you pick a 4-digit PIN in the app, at ebtedge.com or at 1-800-604-5099. Three wrong PIN tries lock it until the next day5. Your balance is on your last receipt, in the app and on the portal5.

Report a lost, stolen or damaged card in the app, on the portal or by phone. The replacement is mailed the next business day and should arrive in 5 to 7 business days. It is not forwarded from an old address, so keep your address up to date with DSS5. If you lose track of the card but think it is nearby, freeze it first. Purchases and PIN changes stop until you unfreeze it5. The card has a magnetic stripe; DSS pages checked October 16, 2026 do not mention a chip card5,16.

South Dakota does not replace stolen SNAP. DSS's "Protect Your Benefits" flyer says benefits taken by skimming on or after December 21, 2024 cannot be replaced, because federal funding ended6. Spending on a card before you report it lost or stolen is not reversed either5. The flyer suggests blocking online and out-of-state purchases, turning on alerts, and changing your PIN each month just before benefits arrive. If you were skimmed, tell your local DSS office6. Report a wrong transaction to customer service within 90 days5.

How to apply for SNAP in South Dakota

  1. Apply online, at an office or on paper. Use SD BEES, file at a DSS office, or print the DSS-EA-301 application and return it in person or by mail to your local office1.
  2. Do the interview, usually by phone. Interviews are by phone or in person. If you hand in your form at an office, DSS offers a face-to-face interview that day; otherwise it schedules one within 7 days. You can ask for an in-person interview, and you get one if you have no phone3.
  3. Bring proof to the interview. DSS asks for ID and immigration papers, Social Security numbers, the last 30 days of pay stubs, proof of other income such as SSI or BIA general assistance, and bank and retirement accounts. Rent, utility, child care and medical bills can raise your benefit. If you are missing papers, keep the appointment; you get more time1.
  4. Wait for the decision and the card. Approved households get a South Dakota EBT card in the mail. New cases get a notice from their Benefits Specialist with the date benefits will post5.

DSS must decide within 30 days. Households with very little money get expedited service, with benefits in the EBT account within 7 calendar days, once the interview is done and identity is proven3.

SSI recipients who live alone, or only with a spouse who also gets SSI, can choose the Improved Nutrition program instead. It is a simplified form of SNAP with no interview, a three-year certification period, a standard benefit based on housing costs, and no reports in between, because DSS gets updates from Social Security. You must be 18 or older, buy and cook food apart from others in the home, and have no children under 22 living with you. DSS compares the two and offers Improved Nutrition when it pays more3.

South Dakota's 130% income test and asset limit for FY2027

Monthly amounts before taxes, October 1, 2026 to September 30, 2027. Gross limit: our calculation from the 2026 federal poverty guidelines
Household sizeGross income limit (130%)Net income limit (100%)Maximum benefit
1$1,729$1,330$306
2$2,345$1,804$562
3$2,960$2,277$808
4$3,575$2,750$1,023
5$4,191$3,224$1,217
6$4,806$3,697$1,463
7$5,421$4,170$1,616
8$6,037$4,644$1,841
Each additional person+$616+$474+$225

Gross limit: 130% of the 2026 HHS poverty guideline divided by 12, rounded up. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.

South Dakota does not use broad-based categorical eligibility. Only households where everyone gets SSI or TANF (or Tribal TANF), a member gets child care assistance from DSS, or a TANF case was diverted or closed in the last 12 months (Tribal TANF in the last 3 months) skip the income and asset tests3.

The dollar table on DSS's SNAP page, checked October 16, 2026, is the FY2026 chart ($1,696 gross for one person)1. The table above is the FY2027 federal 130% level from the USDA October 1, 2026 figures15. The October 2026 manual gives the FY2027 deductions: a $217 standard deduction for 1 to 3 people and a $769 shelter cap3. After approval, report income above 130% of poverty before your next report is due3.

Net income test. Most households must pass both tests: gross income at or under 130% of poverty and net income at or under 100% (from $1,330 a month for one person from October 1, 2026). Households with a member who is 60 or older or disabled only need to pass the net test3,15.

Assets. From October 1, 2026 the limit is $3,000 in countable resources, or $4,750 if a member is 60 or older or disabled. Your home and one licensed vehicle per household do not count; another adult's vehicle counts for its market value above $4,6503. DSS's SNAP web page, checked October 16, 2026, still shows the older $4,500 limit1.

One deposit day: the 10th

Every ongoing South Dakota SNAP household gets benefits on the 10th of the month, even when the 10th is a weekend or holiday.

There is no case-number or name schedule5. A new applicant's first benefits come on the date given in the Benefits Specialist's notice5. Benefits carry over each month and stay usable after a case closes. If the account goes unused for 274 days, each month's benefit is removed 274 days after it was issued and cannot be restored5.

Six-month reports and renewals

Most households report every six months. The exception is households where every member is 60 or older or disabled and no one has earned income. Pierre mails the six-month report (EA-214) around the 5th of the sixth month, and it is due back by the 14th. A reminder goes out on the 15th. If DSS has no complete report by the 25th, a closing notice follows. Between reports, tell DSS if household income goes over 130% of poverty, or if a time-limited adult's work drops below 20 hours a week3.

Near the end of the certification period, a renewal notice (EA-306) arrives between the 15th and 25th of the month before. It gives a return date, usually between the 1st and 10th, and your interview time. Most renewal interviews are by phone. Return the renewal in person, by mail, fax or email, or in SD BEES. A late renewal means a prorated first month3.

Rules specific to South Dakota

Soda waiver requested August 31, 2026, not yet approved

A 2026 state law, House Bill 1056, made DSS ask USDA to remove soft drinks from SNAP. That means nonalcoholic drinks with natural or artificial sweeteners, but not milk, milk alternatives or WIC-approved 100% juice. DSS sent the request on August 31, 2026. The ban would start six months after federal approval and could last up to five years9,10. USDA's waiver list, updated October 13, 2026, does not show South Dakota as approved or pending. Until a start date is announced, SNAP still buys soda in South Dakota11.

No time-limit waiver; Native Americans exempt statewide

Adults 18 to 64 without a child under 14 at home get 3 months of SNAP in a 36-month period. After that, they must work or do workfare 80 hours a month3. No part of South Dakota has a waiver as of October 1, 202613. Under the manual, Native Americans living anywhere in the state are exempt from the time limit, on or off a reservation3. SNAP Employment and Training is mandatory for non-exempt heads of household ages 18 through 21 in Minnehaha and Pennington counties; anyone in Yankton County can join voluntarily3.

No Summer EBT in 2026

South Dakota did not take part in Summer EBT (SUN Bucks) in 2026. USDA's participation map, updated August 14, 2026, lists it as not participating12.

No Restaurant Meals Program

SNAP cannot buy hot or restaurant meals in South Dakota. The state is not on USDA's Restaurant Meals Program list (updated August 7, 2026)14,1. People 60 and older can use SNAP for communal dining and Meals on Wheels5.

Lowest payment error rate in the country

USDA's FY2025 figures put South Dakota's SNAP payment error rate at 2.47%, against 10.62% nationally. That was the lowest of any state, as in every year since FY2015 except FY2019. Under H.R. 1 (2025), states at or above a 6% error rate pay more of their benefit costs. DSS estimates the state's lower rate saves about $26 million in state general funds in the coming fiscal year17.
