Guam EBT and Supplemental Nutrition Assistance Program (SNAP)
On Guam, SNAP is run by the Bureau of Economic Security (BES) in the Department of Public Health and Social Services' Division of Public Welfare. Benefits arrive on the Guam Quest Card1,4. Guam has its own federal benefit scale. For FY2027 the most one person can get is $452 a month, against $306 in the 48 states21. You apply on a paper form at one of three BES offices. The My Benefits portal is only for people who already have a case2,3.

What the My Benefits portal can and cannot do
My Benefits is for viewing your case, not for filing. After you log in you can see your benefit amount, when your benefits expire, your next appointment date and where a submitted application stands2. The BES page describes it the same way1. To apply, you use the paper Application for Public Benefits instead1,5.
The home page has a "Register for a My Benefits account" link and two short videos, one on registering and one on viewing your case information2.
On September 4, 2026 DPHSS released a request for proposals for a new eligibility and enrollment system (announced September 8; proposals due November 9, 2026), meant to make sending information and tracking applications easier17.
The Guam Quest Card: pickup, PIN and replacements
You pick up your card at a DPHSS Benefit Issuance Section window: Northern (Northern Public Health, 520 W. Santa Monica Avenue, Dededo) or Central (RAN-Care Building, 761 S. Marine Corps Drive, Tamuning). The brochure lists the Southern window as temporarily closed4. To set your PIN, call 1-866-937-4826 or log in to ebtEDGE. Enter the 16-digit card number, choose a PIN, then give your case number and Social Security number4. After four wrong PIN tries, the card is held until after midnight4. Check your balance on a receipt, by phone, or on the ebtEDGE website or app4,8.
If the card is lost, stolen or damaged, call 1-866-937-4826 or contact an Issuance Section office4. A 4th replacement within 12 months brings a warning notice; a 5th refers you to DPHSS's Investigation and Recovery Office4. Cash assistance ATM withdrawals cost $0.32 each; SNAP cannot be withdrawn as cash4.
Federal replacement of skimmed SNAP benefits ended for thefts after December 20, 202426. The brochure states that benefits taken by someone who knows your PIN cannot be replaced, so call right away to deactivate the card if your PIN is exposed4. The brochure, checked October 16, 2026, describes a swipe card and does not mention a chip4. Report balance errors to an Issuance Section office4.

Applying on paper at a BES office
- Get the Application for Public Benefits. One form, BES Form No. 02-05, covers SNAP, Medicaid, cash assistance and the Medically Indigent Program (MIP)5. Download it from the My Benefits home page or the BES page2,1, or ask for one at a BES office.
- Collect the proof on the checklist. The form's first page lists: ID (driver's license, Guam ID or passport); Social Security numbers; citizenship or immigration papers; a full month of pay stubs; rent and utility bills; and bank statements. Permanent residents must bring proof of 40 qualifying work quarters from the Social Security Administration5.
- Show where you live. Bring a landlord's statement, a GHURA Tenant Summary or a Mayor's Verification5. From October 14, 2026, people without housing can use a Verification of Housing Status letter from the DHAPP Services Center at 130 Father Dueñas Avenue, Hagåtña, instead of a Mayor's Verification19.
- Hand it in at your district's BES office. Dededo and Yigo use Northern Public Health in Dededo. Southern villages use the Southern Public Health Center in Inarajan. Hagåtña, Tamuning, Barrigada, Mangilao and the other central villages use the RAN-Care Building in Tamuning. Offices are open Monday to Friday, 8 a.m. to 5 p.m., and closed on Government of Guam holidays2.
- Watch for your interview date, then collect your card. Once you are a client, register on My Benefits to see your appointment date and application status2,3. If you are approved, pick up your Guam Quest Card at a Benefit Issuance window and call to set your PIN4.
Federal rules give DPHSS up to 30 days to decide. Households in urgent need get benefits by the seventh day after they apply. You qualify for that fast track if your monthly gross income is under $150 and your cash and bank accounts total $100 or less. You also qualify if your income plus cash is less than your rent or mortgage plus utilities, or if you are a destitute migrant or seasonal farmworker27. If filling in the form is hard, bring someone who knows your household to act for you. You are still responsible for what that person reports5.
Some noncitizens lost SNAP eligibility under the 2025 federal law. DPHSS lists people granted asylum, parolees and people whose deportation was withheld9.
Guam's 165% income limit for FY2027
| Household size | Gross income limit (165%) | Net income limit (100%) | Maximum benefit |
|---|---|---|---|
| 1 | $2,195 | $1,330 | $452 |
| 2 | $2,976 | $1,804 | $829 |
| 3 | $3,757 | $2,277 | $1,191 |
| 4 | $4,538 | $2,750 | $1,507 |
| 5 | $5,319 | $3,224 | $1,794 |
| 6 | $6,100 | $3,697 | $2,156 |
| 7 | $6,881 | $4,170 | $2,382 |
| 8 | $7,662 | $4,644 | $2,714 |
| Each additional person | +$781 | +$474 | +$331 |
Gross limit: 165% of the 2026 HHS poverty guideline divided by 12, rounded up. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.
Guam uses the same poverty guidelines as the 48 states and D.C., so its income limits match the mainland's21. USDA's broad-based categorical eligibility chart sets Guam's gross limit at 165% of poverty7. DPHSS has not posted an FY2027 dollar chart, so the table is 165% of the HHS 2026 guidelines.
Deductions and benefits are larger on Guam. From October 1, 2026, the standard deduction is $435 for 1 to 3 people, $457 for 4, $536 for 5 and $614 for 6 or more. The shelter deduction cap is $90321. Guam does not use one utility allowance. USDA lists separate standards for each utility by household size, and Guam does not make them mandatory22. DPHSS had not published its FY2027 utility figures as of October 16, 2026, so none are shown here.
Net income test. Households that qualify through broad-based categorical eligibility face only the 165% gross test7. A household with a member who is 60 or older or disabled and whose gross income is above 165% can still qualify under regular rules. It must pass the 100% net income test, from $1,330 a month for one person from October 1, 2026, and the asset limit7,21.
Assets. Under broad-based categorical eligibility, Guam has no asset limit for most households7. Under regular rules from October 1, 2026, the limit is $3,000, or $4,750 if someone is 60 or older or disabled21. The application's checklist still asks for bank statements and vehicle papers; the form is shared with cash assistance and medical programs5.
Deposit days 1-10 by the last digit of your SSN
SNAP is loaded on one day between the 1st and the 10th of each month, set by the last digit of the Social Security number on the case, weekends and holidays included6,4.

Benefits become usable after 7 p.m. Guam time on your day, not in the morning4. Loads have failed at times in 2026. After a connectivity failure on January 23, DPHSS told households to check their balance after 7:15 p.m. on January 268. In August, rolling power outages delayed the benefits of 79 new households due August 19 and 20; DPHSS expected them to load on August 2118. You keep the same card month to month4.
When the federal shutdown halted SNAP funding for November 2025, the Government of Guam paid locally funded General Food Assistance Benefits instead, the first 50% on the usual SNAP dates and the rest in mid-November if the shutdown continued16.
Renewals, change reports and late forms
My Benefits shows when your benefits expire and the date of any renewal appointment2. Get your renewal form in before the deadline. In April 2026, households whose renewal arrived after April 10 did not get April benefits on time and missed that month's typhoon replacement11.
Between renewals, report changes on the BES Change Report Form or the Periodic Change Report Form, whichever your notice asks for1. Questions go to [email protected] or 1-671-300-88531.
Rules specific to Guam
Typhoon replacements in 2026: 63% after Sinlaku, 30% after Bavi
After Typhoon Sinlaku, USDA approved an automatic replacement of 63% of April 2026 benefits. It loaded on April 24, 2026 for households paid by April 12, about $7.3 million in total11. A Food Loss Waiver affidavit (May 11 to 14) covered larger losses12. After Typhoon Bavi, households paid July 1 to 5 got 30% of their July 2026 benefits back on July 2413.
Time limit for adults without children from June 1, 2026
Under the 2025 federal law, Guam's time limit covers able-bodied adults aged 18 to 64 with no child under 14 in the household. Homeless people, veterans and former foster youth are no longer exempt9. From June 1, 2026, benefits can end after three months in 36 unless you work or train 80 hours a month or prove an exemption10. USDA's list for October 1, 2026 shows no time-limit waiver for Guam29. The SNAP Employment and Training program with the Guam Department of Labor's American Job Center is voluntary and counts toward the 80 hours9.
Summer EBT 2026 paid $180 per child
USDA approved Guam's 2026 Summer EBT plan in June, with $6,540,480 in benefits31. Each eligible child got a one-time $180, loaded July 17, 2026 on existing cards. The benefits expire November 16, 202614. Unclaimed cards are at the RAN-Care Building issuance window in Tamuning, weekdays 8 a.m. to 5 p.m.15.
No online grocery orders, restaurant meals or food restriction waiver
USDA's online purchasing page names Guam as one of two territories that have not started SNAP online purchasing (page updated February 17, 2026)23. Guam is not on USDA's Restaurant Meals Program list (updated August 7, 2026)24. It has no food restriction waiver on USDA's list (updated October 13, 2026), so soda and candy remain eligible25.
