Utah EBT and SNAP (Food Stamps)
In Utah, SNAP is run by the Department of Workforce Services (DWS), whose pages use "SNAP" and "food stamps" for the same benefit, and you apply and manage it in myCase1,29. Utah gives automatic eligibility only to households where everyone already gets FEP cash aid, SSI or General Assistance, so most applicants face the federal 130% gross income test and a $3,000 asset limit for FY202710,6,9. SNAP has not covered soft drinks since January 1, 2026, and since August 20, 2026 every Utah Horizon card starts out blocked for online orders and for most shopping outside Utah4,13.

One myCase account for SNAP, medical, child care and HEAT
myCase is the DWS account for food assistance, medical, child care and cash benefits. The same landing page also takes HEAT energy assistance applications29. If you have no case number yet, start with the application. If you already have a case, myCase shows application and case status, lets you complete your review, report changes, read notices, print forms and print your benefit history5,29. It also shows the last two months of spending on your EBT card3. Medicaid and HEAT applications go through the same account34,33.
You can turn in an application with only your name, address and signature, and benefits are counted from the day DWS receives it, so file first and finish the rest later1. For help with a disability accommodation, call 1-801-526-9240. Relay Utah is 711, and Spanish Relay Utah is 1-888-346-316229.
The Horizon card, its default lock and stolen benefits
Your Horizon card comes in a plain white envelope from Texas, within 15 days. Keep it if benefits stop; it works again if you are approved later2. The card runs on Conduent's ConnectEBT system30. Activate it by choosing a four-digit PIN in the ConnectEBT app, on the ConnectEBT portal, or at the Utah Horizon EBT Help Desk, 1-800-997-4444. By phone you need the card number and the main cardholder's birth date, address and Social Security number. The PIN cannot repeat a digit (1122) or run in order (1234, 4321)2. Only the official ConnectEBT app manages a Utah account31. Check your balance there, on the portal, by phone or on your last receipt3.
Since August 20, 2026 every card is set to Blocked for High-Risk Transactions. It stops online orders, pickup, delivery, mobile self-checkout and purchases outside Utah. The card still works in Arizona, Colorado, Idaho, Nevada, New Mexico and Wyoming13,2. To shop online or in another state, unlock the card in the app first. Lock Everywhere is DWS's top recommendation2. If a third-party balance app is linked to your card, call 1-800-997-4444 to delete that account before you set up ConnectEBT13. DWS's card page, checked October 17, 2026, does not mention chip cards2.
Report a lost or stolen card in the app, on the portal, at the help desk or to DWS at 1-801-526-0950. The old card is shut off at once2. Priority two-day mailing costs up to $102. Utah replaced skimmed or cloned benefits only for thefts from October 1, 2022 to December 20, 2024. Money spent before you report the card is not replaced12,13. If a fire or other disaster destroys food you bought with this month's SNAP, call 1-801-526-0950 within 10 days2.

Applying for SNAP through Workforce Services
- File in myCase, even if it is incomplete. Apply at jobs.utah.gov/mycase. You need no documents to submit, and a form with your name, address and signature counts as filed. Benefits are figured from that day1.
- Or apply at an employment center or by mail. Go to any DWS employment center, or call 1-866-435-7414 (1-801-526-0950 in the Salt Lake area) for a mailed application. Mail it to Imaging Operations, P.O. Box 143245, Salt Lake City, UT 84114-3245, or fax it to 1-877-313-47171,5.
- Complete the interview. SNAP requires an interview at least every 12 months. Eligibility Services takes interview calls Monday through Friday, 8 a.m. to 5 p.m., at the numbers above5,14.
- Send proof of rent and utilities within 30 days. DWS waits until the 30th day of the application for shelter and utility proof. If you ask to be approved sooner, it approves without those costs and adds them later as a reported change37.
- Watch the mail for your card. DWS mails the Horizon card when you first apply. Benefits load only after approval2.
If you qualify for expedited service, DWS issues SNAP within seven days and the only proof required up front is identity1,23. One requirement is $100 or less in liquid assets9. If you apply by the 15th, the expedited approval covers that month; apply after the 15th and you get the application month and the next one together. Proof that was put off is due within 30 days of the application date, or the case closes23. If anyone in the home is pregnant or under 5, WIC may also help1,36.
Utah's 130% gross income chart and asset limit for FY2027
| Household size | Gross income limit (130%) | Net income limit (100%) | Maximum benefit |
|---|---|---|---|
| 1 | $1,729 | $1,330 | $306 |
| 2 | $2,345 | $1,804 | $562 |
| 3 | $2,960 | $2,277 | $808 |
| 4 | $3,575 | $2,750 | $1,023 |
| 5 | $4,191 | $3,224 | $1,217 |
| 6 | $4,806 | $3,697 | $1,463 |
| 7 | $5,421 | $4,170 | $1,616 |
| 8 | $6,037 | $4,644 | $1,841 |
| Each additional person | +$616 | +$474 | +$225 |
Gross limit: as published by Utah Department of Workforce Services (DWS), Eligibility Services Division6. Net limit and maximum benefit: USDA FY2027 cost-of-living adjustments. All states compared.
Utah does not use broad-based categorical eligibility. Automatic eligibility applies only when every household member gets Family Employment Program cash32, SSI or General Assistance, and for 24 months after an FEP case closes10. Everyone else is measured against the federal chart above. The 165% elderly and disabled column in DWS's Table 2 is used only to decide whether an older or disabled person can be counted as a separate household6.
From October 1, 2026 the standard deduction is $217 a month for one to three people, up from $209, and the shelter deduction is capped at $769 for households without an elderly or disabled member7,8,37. The full utility allowance needs a heating or cooling cost billed apart from rent. A swamp cooler counts, a fan does not, and the allowance applies all year. An elderly or disabled household that got a HEAT payment in the same HEAT program year (October 1 to September 30) also gets it37,33.
Net income test. Most households must pass both the 130% gross test and the 100% net test (from $1,330 a month for one person from October 1, 2026)6,28. A household with a member who is 60 or older or receives certain disability payments faces only the net test, and households where everyone gets FEP, SSI or General Assistance can skip both income tests28,10.
Assets. Utah counts assets for SNAP. From October 1, 2026 the limit is $3,000, or $4,750 if a member is elderly or disabled9. DWS's public income page still shows the earlier $4,500 figure28. Cars and other vehicles usually do not count28. A cash prize over $4,750 from one game ends eligibility right away9.
Deposit days: the 5th, 11th or 15th by last name
Monthly SNAP posts by 6 a.m. on the 5th, 11th or 15th of each month, based on the first letter of the primary person's last name11,3.
| Last name begins with | Benefits available |
|---|---|
| A-G | 5th |
| H-O | 11th |
| P-Z | 15th |
The name that counts is the primary individual on the case11. Your first payment after approval does not wait for this schedule. DWS sends it to the card vendor that night, and it is available by 6 a.m. the next morning. Expedited benefits are loaded right away11.
Unused SNAP stays on the card from month to month. After 274 days with no card use, the benefits expire and cannot be put back2.
Reviews every 6, 12 or 36 months
Utah certifies SNAP households for 6, 12 or 36 months. A review notice and form arrive automatically in the month before your certification ends15. SNAP review forms are due by the 15th of the review month, and an interview is required every 12 months16,14. Since September 1, 2026, households where every adult is 65 or older with no earned income, or every adult is disabled with no countable earned income, are reviewed every 36 months under the Elderly Simplified Application Process. They need no interview at review unless they ask for one19,27.
Finish by the last day of the review month and the case continues without a new application. Within one calendar month after that, DWS treats the review as an application, with an interview if you have not had one in the past 30 days17. Between reviews, Utah uses simplified reporting. By the 10th of the next month, report income that pushes the household over 130% of the poverty line, work hours for an adult without dependents dropping below 20 a week, or lottery or gambling winnings over $4,75018. Report changes in myCase5.
Rules specific to Utah
Soft drinks excluded since January 1, 2026
Utah's soft drink restriction comes from state House Bill 403 and USDA approval, and took effect January 1, 20264,24. A soft drink here means a flavored drink with carbonated water, sweetened with sugar or an artificial sweetener. Milk and milk drinks, soy or rice milk substitutes, and drinks that are more than half fruit or vegetable juice are still allowed4. Utah's waiver was not among the five a federal court vacated on June 22, 2026; USDA still listed it as approved on October 13, 202624.
Work rules for adults 18-64, with no waived areas at the start of FY2027
Since November 1, 2025, adults 18 to 64 with no child under 14 in the SNAP household count as able-bodied adults without dependents. When the youngest child turns 14, the rule starts the following month20. They get 3 months of SNAP in 36 unless they meet the work requirement or an exemption23. Utah had no time-limit waiver in any area for the first quarter of FY202722. Exemptions include pregnancy, being unfit for work for 30 days or more, any VA disability rating, and verified tribal membership21. DWS can also grant a discretionary exemption to someone working 15 to 19.99 hours a week, for up to 6 months in any 3621.
No Summer EBT in 2026 and no Restaurant Meals Program
Utah did not offer Summer EBT (SUN Bucks) grocery benefits for children in 2026; USDA's Utah page points families to summer meal sites instead26. Utah is also absent from USDA's August 7, 2026 list of states running a Restaurant Meals Program, so the Horizon card cannot buy restaurant meals25.
Online grocery orders need an unlocked card
Utah is on USDA's list of states where SNAP can be used online38. Because of the default high-risk block in place since August 20, 2026, unlock your card in ConnectEBT before each online, pickup or delivery order13. In-store SNAP refunds are capped at one a day, $350 a day and $700 a month; online returns are not3.
